ABOUT WFP

In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

STRATEGIC OBJECTIVE/ACTIVITY:

Purpose of this assignment is to provide effective specialized support and analysis to WFP’s cash-based transfer (CBT) programmes in line with relevant corporate guidelines, standard operating procedures and regulations to ensure smooth implementation of CBT activities that effectively meet food assistance needs.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Programme assistant for CBT will work within the Programme CBT unit. The job holder will work in close collaborations with other WFP units involved in the implementation of CBT programmes (various teams within Programme, Supply Chain, Finance, IT, Procurement, and others, with CBT focal points in WFP Field Offices, as well as with external partners. This post is based in Damascus and falls under the direct supervision of the Programme Associate (CBT) and secondary supervision of the CBT Head of unit.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Under the supervision of the Programme Associate, coordinate the technical setup and implementation of WFP’s monthly cash-based transfers through WFP’s internal platforms (e.g. SCOPE) with CBT focal points in Field Offices (FOs) and involved Country Office 9CO) units according to Standard Operating Procedures.
2. Prepare the monthly distribution plan in liaison with CBT focal points in FOs and coordinate with other CO units to raise related purchase requisitions and order accordingly.
3. Support as required the beneficiary data collection process by WFP’s cooperating partners (CPs), in coordination with CBT focal points in FOs.
4. Regularly liaise with CBT focal points in FOs to ensure FOs have sufficient equipment to implement CBT programme as planned.
5. Perform tasks pertaining to the CO CBT programme assistant function during the approval process for the monthly CBT distribution in WFP’s internal platform (SCOPE), including setting up the intervention, creating distribution and payment lists, etc.
6. Support finance colleagues in coordinating the distribution of payment instruments to FOs and in tracking the remaining stock of bank cards as well as undistributed payment instruments.
7. Liaise with CO Supply Chain Retail team regarding the onboarding of new retailers.
8. Coordinate with the CO IT team to resolve technical issues related to CBT systems, as well as regarding other technical support required for a smooth implementation of CBT programmes.
9. Participate in field trips to FOs to technically support the implementation of CBT programmes and train the FOs and the CPs on using WFP’s internal systems such as SCOPE.
10. Update operational tracking sheets to track progress and identify gaps in the implementation of CBT programmes.
11. Extract and compile data and support analysis as well as the preparation of repots relevant to CBT programmes for internal clients (CBT team, activity managers, M&E, reporting/communication/donor relations, etc.).
12. Draft the minutes and actions points of the CBT operational meetings with tracking actions taken.
13. Support with drafting and translating official documents.
14. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:
Completion of secondary school education. A post-certificate in a field related to the functional areas is desirable.

Experience:

  • At least five years of experience in Program Programme and CBT related functions , at least two of which should be related to the functional areas (e.g. development or humanitarian programmes, experience with money transfer operations and commercial transactions).
  • Excellent experience with MS package (especially Excel)
  • Knowledge of project cycle and previous experience with the implementation of cash cash-base d transfer programmes is an advantage.

Languages:
Fluency in both oral and written communication in English and Arabic.
