Job Title: Communications Consultant for COSMOS project

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Communications Consultant reports to the Strategic Lead on the Strategic Planning and Coordination unit, and will serve as communications focal point for the Country Office·Support Model Optimization and Simplification (COSMOS) project to the Secretariat underthe Chief of Staff.
The consultant is responsible for planning, leading, coordinating and implementing internal communication campaigns ·of corporate priority to support the COSMOS initiative.
Functional support is currently provided by teams in cos supported by RSX and relevant HQ divisions.
The new model combines HQ and RSX teams in one management structure.
The new support model will be tested in RSC for three functions – Technology (TEC), Cash-Based Transfers (CST) and Supply Chain (SCO) divisions from March 2023.
The new GFT is a one management structure consolidating HQ and RB functional resources and providing operational and transactional support to Country Offices. The· outcomes of the pilot will inform decisions on the viability of the COSMOS model, its possible scale up or any other changes.
ACCOUNTABITLITIES / RESPONSIBILITIES:
COSMOS Communications Focal Point
- Coordinate and lead CAM engagement on COSMOS;
- Plan and implement COSMOS communications projects;
- Develop communication materials;
- Lead and execute relevant internal campaign efforts through the development of concepts and recommending appropriate corporate platforms;
- Develop relevant communications tools for specific audiences;
- Ensure WFP's workforce and relevant stakeholders have an increased understanding of the benefits and outcomes of the pilot
- Lead the communications and engagement for the global roll out of the COSMOS pilot project;
- If needed help address in a direct and transparent manner, uncertainties and concerns arising from misinformation or a lack of information among key stakeholders, especially participating COs.
- Uses sound knowledge of communications concepts to generate or facilitate the generation of effective communication materials across various media.

- Other related duties as required.
DELIVERABLES:
- Successful implementation of communications to support the corporate COSMOS initiative;
- Successful implementation of engagement and communications initiatives to support the change management required to roll out COSMOS;
- Successful delivery of written content;
- Successful support of internal campaigns.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education: A Bachelor’s degree or a Master’s degree in Communications, Marketing, Journalism, International Relations, or other relevant field. |
Experience: At least five years of relevant post-graduate professional experience with communications. |
Knowledge & Skills:

Languages: Excellent knowledge of English (level C) is required. An intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is a plus.
