Senior Gender and Youth Specialist
Position Description
EnCompass LLC seeks Senior Gender and Youth Specialist candidates for a 5-year, United States Agency for International Development (USAID) Makanati USAID Women’s Economic Empowerment and Leadership Activity. The purpose of USAID Makanati is to contribute to increasing women’s access to waged employment and leadership opportunities in Jordan by improving women’s access to the job market, addressing inequalities and prohibitive social norms and traditions, and enhancing the workforce enabling environment.
As a key member of the USAID Makanati community team, this position will lead activities that promote social inclusion and equal opportunities through a comprehensive and holistic approach involving community stakeholders. The selected candidate will play a crucial role in designing and implementing community-focused activities aimed at achieving inclusive perception change. He/she will also develop and execute strategies that foster community participation and social inclusion to support the overall goals of the Makanati Activity.
This position is full-time and based in Amman, Jordan with regular local travel.
Position Duties and Responsibilities
- Develop and implement comprehensive approaches for gender and youth integration and social inclusion at the community level and engaging stakeholders from the private, public sectors as well as local government, families, and influential community members to promote social inclusion and equal opportunities.
- Collaborate with the Activity’s other components including private sector, government and policy, communications, M&E and other functions as well as facilitate collaboration with subcontracts on equal opportunity approach, inclusive development and diverse labor participation, to ensure mainstreaming and integration of those priorities across the multiple components.
- Act as a liaison between USAID Makanati and the USAID’s Gender Community of Practice, attending their meetings and activities to facilitate collaboration and information sharing on gender-related issues.
- Develop and implement community–focused activities and strategies that foster social inclusion, inclusive perception change, and community participation, such as implementing the GESI strategy, organizing positive deviant activities, and promoting Male Champions.
- Work closely with project stakeholders, including the Makanati community committees, networks, and grantees, to co-create and implement operational and technical strategies that prioritize social inclusion and inclusive perception change, ensuring that they align with the project's objectives and contribute to sustainable outcomes.
- Design and facilitate trainings related to gender equality, female empowerment, and gender-based violence for the Activity’s staff, partners, and stakeholders.
- Review communications and campaigns from a gender perspective to ensure positive and sensitive messaging.
Position Requirements
Qualifications
- A minimum of a bachelor’s degree and demonstrate practical, research, training or academic achievement and experience in women’s economic empowerment and participation priorities with strong understanding of gender concepts and approaches.
- At least five years of experience in designing and implementing programs related to gender integration, women's economic empowerment, and/or social inclusion
- Familiarity with community – based approaches, social inclusion, behavior change, economics, social sciences or other relevant international development fields, especially related to societal perceptions and cultural norms in similar economies.
- Familiarity with the global narrative around new employment opportunities for women and youth post COVID including remote, flexible and hybrid work approaches and ability to reflect that knowledge onto the Activity’s gender initiatives including grantee support.
- Demonstrated technical expertise/experience in gender analysis and gender integration as well as experience in programming for adolescents and youth.
- Citizen or permanent resident of Jordan.
Experience and Skills
- Demonstrated experience of similar, practical, on the ground implementation and programming in communities including knowledge of opportunities and challenges to address impediments to women’s access to employment and economic activity. Experience in engaging men a plus.
- Significant experience in designing and facilitating interactive meetings, workshops and capacity building trainings preferred.
- Knowledge of creative and innovative approaches towards women and youth priorities designing activities that reflect that knowledge on the design of tools and activities.
- Experience in working with different stakeholders including local government, private sector, community members including community committees, grantees to design and supervise community mobilization and norms change tools and techniques.
- Strong writing communication skills, including fluency in Arabic and English.
- Familiarity with USAID gender equality-related policies and gender integration requirements preferred.
