- BACKGROUND
The Recycling in Jordan Activity (JRA) is a 5-year project funded by the United States Agency for International Development (USAID) and implemented by Chemonics International. The activity seeks to increase commercial sector utilization of recycling services in Amman, utilizing a market systems approach. JRA will work with private recycling firms, the commercial sector, the Ministry of Environment (MoENV), and the Greater Amman Municipality (GAM) to increase recycling through the following three objectives:
- expand and improve private sector-led recycling services.
- increase demand for and utilization of recycling services within the Amman commercial sector; and
- increase local and national government support for improved solid waste management.
The Recycling in Jordan activity will increase the competitiveness of recycling and invigorate the circular economy using a market-based approach, strengthening market linkages, and improving the enabling environment. As the recycling sector becomes more competitive, the activity will support it to capitalize on opportunities to boost the commercial sector’s use of recycling services.
- PRINCIPAL POSITION OBJECTIVES, BASIC FUNCTIONS/CRITICAL TASK
The Commercial Sector Recycling Specialist will serve as part of the project team and assist the Commercial Sector Lead in the management and coordination of program activities related to increasing demand for and use of recycling services in Amman by the commercial sector.
The Commercial Sector Recycling Specialist will support identifying and profiling commercial waste generators and developing compelling messages and business cases that will convince commercial waste generators to recycle. S/he will collaborate with professional/industry associations, GAM, and the Ministry of Environment on the design of communication and outreach campaigns targeting commercial waste generators; and will support waste generators to adopt recycling services and develop and monitor solid waste management (SWM) plans.
The Commercial Sector Recycling Specialist will deliver direct technical support to businesses, introduce corporate behavior change programs, identify recycling market opportunities and incentives, analyze recycling markets and services, identify and facilitate innovative business partnerships and solutions in solid waste management and recycling, design training and capacity building programs, and facilitate public-private partnerships.
- DUTIES AND RESPONSIBILITIES
- Assist the Commercial Sector Lead in managing the technical component and day-to-day technical implementation of the JRA project.
- Work with the Commercial Sector Lead and the crosscutting communications manager to improve understanding and awareness of new recycling service options for the commercial sector through appropriate communication mechanisms.
- Support in updating the Market Systems Analysis and understanding the dynamics that prevent/make waste generators recycle, as well as identifying opportunities and incentives for adopting recycling practices.
- Liaise with relevant government entities and other JRA components in identifying investment incentives, financing options, and business-to-business facilitation services available for the recycling sector.
- Identify business sectors that demonstrate the most potential for sustainable impact and additionally those that foster opportunities for female service providers.
- Design and implement behavioral change initiatives to increase awareness and encourage targeted commercial waste generators to utilize recycling services.
- Support waste generators to develop waste management plans; meet targets (set by international hotel brands, for example); communicate their successes to their target audiences/clients.
- Introduce and support the implementation of social behavior change programs to promote recycling within targeted commercial sectors.
- Support private-sector recycling service providers to better market their services and facilitate linkages between the recycling service providers and the market of commercial waste generators and support commercial change management initiatives within the commercial sector to develop and implement SWM plans.
- Contribute to developing and implementing strategies and annual work plans that achieve JRA objectives and are fully aligned with other component work plans.
- Work closely with and supervise the technical work of all local and expatriate consultants recruited including managing consultants’ work; teaming up with consultants to deliver assistance to partners and implement plans; develop reports, PowerPoint presentations, and other deliverables; setting meeting agendas pertinent to any technical assistance provided by the consultant(s). Ensure compliance of consultants’ deliverables with the agreed scope of work and that reports are of high technical quality and good overall readability, and in accordance with USAID and Chemonics standards.
- Coordinate all logistical arrangements for the component events, workshops, seminars, and other training activities to achieve conformity to assistance program objectives.
- Develop the relevant portion of scope activities for reports (weekly, quarterly, and annual).
- Closely coordinate with the communications team in coordinating various public relations events and media campaigns related to the above-mentioned activities, including writing press releases for publication in newspapers and other media about activities, events and developments of the project.
- Participate in meetings, workshops, and functions necessary to ensure the successful design and implementation of JRA assistance to beneficiaries.
- Ensure close collaboration among the JRA components and sub-components.
- Ensure activities consider gender disparities, priorities, and norms and are inclusive of vulnerable populations such as informal workers, women, youth, refugees, and people with disabilities.

- MINIMUM QUALIFICATIONS
- Bachelor’s degree or equivalent in a relevant field such as business administration, marketing, or a related field.
- Minimum 5 years of demonstrated experience in Marketing, outreach, awareness building private sector engagement, market linkages, or a related field
- Ability to establish and manage relationships with private sector associations, chambers, and other related organizations and leverage those relationships in raising awareness and creating incentive mechanisms for waste generators to adopt recycling practices.
- Excellent communications and presentation skills. Strong interpersonal skills and teamwork.
- Fluent Arabic and English required. Verbal and written.

The Commercial Recycling Specialist will be based in the project’s office in Amman, Jordan.
