JOB PURPOSE

In response to the recent devastating flood in the northeast, WFP has started its operations in two districts under the Sylhet division. WFP has opened a Field Office in Sylhet district to run the overall WFP-assisted project/programme and capacity support activities in the Sylhet division.

WFP has planned to expand its activities addressing the food and nutrition needs of the poor people. Besides, there are also ongoing government safety net programme where WFP is providing capacity support for overall implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Field Operations, the Head of Field Office will be responsible for the following duties

Management of Field Office
 Effectively plan and manage WFP emergency operations within the Field Office jurisdiction; this also includes implementing WFP Country Strategic Plan activities as per operational guidelines.
 Represent WFP in the field and maintain close liaison/collaboration with local government authorities, government agencies, international and local NGOs, UN agencies, civil society, beneficiaries, and other partners.
 Coordinate and monitor the effective implementation of field-level activities so that daily operational issues are timely resolved to prevent losses or delays.
 Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Field Operations/Country Office.
 Supervise Field Office staff. Provide guidance to them and act as a point of referral and assist them with analysis and queries.
 Ensure safety and security of WFP staff, operations, equipment and vehicle in the Field Office by complying with WFP security management policy. Actively participate and contribute to the Area Security Management Team (ASMT).
Support to Field Office Finance:
 Maintain the Field Office petty cash/sub-imprest account expenditures.
 Review and process vendor payments and settlement of travel expense claims.
 Prepare petty cash and sub-imprest replenishment request and forward to Country Office.
 Prepare a financial statement with bank reconciliation, petty cash counting and enter transaction data in the system (WINGS II).
Monitoring and Reporting
 Review the monthly monitoring plans and reports.
 Prepare reports on the progress of field implementation of the project in line with reporting guidelines established for the project.
 Contribute to monitoring the food security situation in the area of responsibility and participate in and contribute to the assessment, as and when necessary, in collaboration with the Vulnerability Analysis and Mapping (VAM) Unit in Dhaka and recommend interventions based on the need for food assistance.
 Ensure that the recommended control mechanisms for cash and food distributions are in place.
Emergency Preparedness and Response
 Contribute to emergency preparedness actions and coordinate the planning and implementation of slow and sudden-onset emergency response programmes in the area of responsibility.
 Prepare emergency situation reports, for disaster response and recovery activities.
 Strengthen partnerships with standby NGOs (organize training/orientation) and enhance field-level coordination with government agencies.
 Ensure extensive and frequent presence at project areas, distribution sites and centres.
 Manage the emergency response including food and cash distribution in coordination with cooperating partners
Support capacity support activities
 Provide capacity support to the overall implementation of the safety net programme under different ministries (e.g. MoWCA, MoF, MoPME, MoDMR etc.)
 Coordinate with line different departments in the field.
 Conduct periodic joint visits and report for overall improvement.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced University degree in one or more of the following: Social Science, Economics, Development Studies, or any discipline with adequate knowledge and experience in the relevant field.

WORK EXPERIENCE: Minimum 5 years of experience with a minimum 3 years of professional experience in Programme field.

KEY COMPETENCIES:
 Sound experience in gender-sensitive programming and programming that empowers women and girls; experience in inclusion of people with physical or mental challenges.
 Experience in analysing local political situations and assessing risks accurately.
 Experience leading a small to mid-size team to ensure the effective delivery of objectives.
 Participation in a government/partner negotiation within the area of focus.
 Participation in a small or bigger emergency operation/ development programme.

LANGUAGE: Proficiency in both oral and written communication skills in English
