WFP MANDATE AND INTERVENTIONS IN MALI

In Mali, WFP supports government efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with state institutions, non-governmental organizations (NGOs) and partners of the United Nations system, WFP organizes cash or in-kind transfers to meet the food needs of families affected by conflicts or hazards , provides school meals that promote girls and boys' access to education, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and access at the market.

WFP also provides the air transport service, providing humanitarian and development actors with safe, reliable and economical transport to the regions of Mopti, Gao, Menaka, Timbuktu and Kayes, which provides access to the most vulnerable populations. vulnerable. STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree or University degree with experience and training/courses in one or more of the following disciplines: economics, commerce, business administration, engineering, legal, accounting or related field
Experience: • 3-5 years of professional experience in supply chain
• Knowledge of complex logistics operation
• Experience in ROC management and process
• Experience working in CBT and retailer management
• Experience working in voucher and E-voucher reconciliation.
• Work experience in emergency duty station is an asset.
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
• Experience in supply chain or private sector engagement including evaluating and selecting retailers, (financial) service providers and/or suppliers.
• Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations.
• Experience in working in a related field in the private sector.
• Experience identifying inefficiencies, risks and opportunities for supply chain operations.
• Experience in developing operational supply chain (or related) strategies in a country.

ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide.
WFP Mali is implementing a country strategic plan 2020-2024 aiming at providing lives savings interventions while supporting the resilience of vulnerable communities affected by conflict, climate changes, and the COVID-19. About 90 percent of the resource transfers are done through CBT.
WFP Mali is currently seeking a consultant to manage the logistics operations and CBT supply Chain in the sub-office.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Supply Chain and general supervisor of Deputy Country Director, the consultant will perform the following responsibilities:

PRIMARY ACTIVITES (priorities Activities)

• The focal point for CBT supply chain in the country;
• Contribute to the development and implementation of supply chain plans and procedures, in line with the WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
• Provide substantive contributions to regional/country context analyses and to the management of end-to-end operational supply chain (financial service providers and retail networks), in support of operational supply chain challenges and operational optimization.
• Contribute to planning and implementation of supply chain operations, initiatives, and services to ensure a timely, cost-effective, and integrated approach and in close cooperation with key supply chain stakeholders.
• Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
• Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.
• Build and maintain productive partnerships (internal and external) that collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to cash-based assistance.
• Provide technical contribution to market analysis and supply chain network mapping to inform the selection of an appropriate transfer modality.
• Support management of supply chain operations, or manage less complex supply chain operations, in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost-effectiveness.
• Support the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.
• Support management of financial service providers and retailers to promote safe and efficient planning and execution of WFP cash-based operations.
• Prepare accurate, comprehensive, and timely reports, dashboards, and other visual materials on supply chain activities in cash-based transfers, including trends to support informed decision-making and consistency of information presented to the stakeholders.
• Guide and supervise logistic staff at Sub-office level, acting as a point of referral, providing training, and supporting them with more complex analyses and queries.
• Contribute to preparedness actions and support quick emergency response to deploy cash-based assistance and resources at the onset of the crisis.
• Strengthen supply chain (logistics & procurement) involvement in cash-based transfers (CBT) in accordance with roles and responsibilities entrusted to the function (analysis, contracting, reconciliation).

• Train supply chain teams in Sub-office on the various roles and responsibilities of the supply chain function in CBT.
• Contribute to the design and implementation of supply chain plans for CBT aimed to achieve operational cost efficiency, agility, reliability, and achievement of programmatic objectives.
• Implement the market functionality index (MFI) assessment in all CBT targeted areas.
• Advance efforts to avail emergency response capability using market-based interventions (CBT).
• Support CBT supply chain processes required by the office (analysis, procurement, contracting and reconciliation)

Expected Outcomes:
• Assess structure and capacity of the local retail sector to deliver in-direct food assistance both in regular and emergency operations.
• Ensure early warning and risk assessment of supply, supply chain mapping, market capacity and elasticity, drivers of change and risk.
• Network with supply chain stakeholders to validate collected data on supply chain, and market and supply corridor alerts.
• Build and develop productive relationships with the retail network in locations with active WFP contracted retailers.
• Manage and resolve complaints, concerns and provide feedback from WFP contracted retailers.
• Manage and assess retailers’ performance against key performance indicator targets.
• Control and build retailers’ capacity on food storage and handling techniques, pest management and rodent control as required.
• Manage the activities of the 3rd Party retail logistics consultants tasked with data collection on and information dissemination from/to retailers and other key stakeholders.
• Coordinate with other key departments in the Country Office and Area Offices as required to ensure successful retail delivery.
• Perform other related tasks as required.
