BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
These positions are based in Beirut, Tripoli & Zahle Field Offices (FO), in Lebanon Country Office (CO). Incumbents are expected to support the retail operations and ensure the effective implementation of the food e-card program ensuring effective and efficient services to WFP’s beneficiaries when using the contracted shops.
ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):
Under the direct supervision of the Head of Field Office (Beirut, Tripoli, Zahle) and the technical supervision of the Head of Retail Unit (or the designate) in the Country Office, incumbents will be responsible for the following key duties:
Support in the implementation of Supply Chain Cash Based Transfers (CBT) activities following the WFP CBT Business Process Model (BPM)
- In partnership with the CO, support in conducting the gap analysis of retailers required due to programmatic needs.
- Lead the distribution of the Expression of Interest (EOI) to potential retailers.
- Conduct shop assessments to support the procurement of new contracted shops ·
- Conduct onboarding sessions for newly contracted retailers.
- Support in all follow up activities relating to retail contracting including but not limited to: following up on contract signatures, bank account openings, registration of shops, software installation, POS delivery, activation of shops, induction of shops on all WFP terms & conditions, etc.
- Support in the implementation of market assessments and/or market development activities as requested by the CO Support ongoing contract management of WFP contracted retailers:

Manage Retail Field Monitoring Assistants to conduct regular field visits to WFP contracted retailers including:
- Follow-up visits to shops based on observations from the M&E team.
- Shops that have contracts expiring within 3 months to contribute to contractual performance assessments.
- Shops that require ongoing monitoring as a result of an Action plan (ex. Data submission, quality issues, etc.) because of contractual performance gaps.
- Ad-hoc visits to WFP contracted retailers upon request from the CO to follow up on a specific issue as needed.
- Proactive visits and spot checks to ensure operational compliance.
- Create action plans for WFP contracted retailers where performance gaps are present to ensure that WFP contracted retailers are meeting WFP standards.
- Ensure timely follow up on action plans, visiting stores or assigning Retail Field Monitoring assistants to conduct follow up.
- Following the delegation of authority of the Retailer Performance Management SOP, issue verbal warnings for retailers as needed.
- Collaborate with M&E to ensure all visits and follow up is documented in MEDS.
- Provide input into the Shop Management Group (SMG) in partnership with the FO management on performance issues, action plans, special cases, or any relevant information to manage retailers’ performance.
- Answer retailers’ inquiries and escalate issues to the CO as needed.
Support in the implementation of Market Analysis, Market Development, and/or Retail Improvement initiatives:
- Train Retail Field Monitoring Assistants and other members of the Field Office on Retail standards and best practices.
- Perform capacity building initiatives in shops to improve retail standards of WFP contracted shops (pricing, availability, hygiene, safety, data sending, stock processing, mandatory range numerical distribution, etc. to increase compliance of shops with contracted).
- Conduct weekly or bi-weekly calls to retailers to gather market insights for ongoing retail/market updates and share with CO.
- Communicate the price mandatory range to retailers to improve prices for WFP beneficiaries.
- Follow up with retailers on data submission of POS data.
Other
- Follow up on related claims from the Protection Unit as required.
- Support in ad-hoc requests from the CO relating to the implementation of new retail initiatives.
- Perform other duties as required.
