STANDARD MINIMUM QUALIFICATIONS

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or First University Degree with additional years of related work experience and/or trainings/courses. |

ORGANIZATIONAL CONTEXT
These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior programme post. Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff |
JOB PURPOSE
– Effective management and monitoring of programme agreements
– Availability and quality of data is significantly improved
– Management of the partner lifecycle by ensuring that all processes are followed in compliance
KEY ACCOUNTABILITIES (not all-inclusive)
1. Support the overall management and supervision of operational partnerships for the Burkina Faso Country Office (BFCO);
2. Analyse, prior to signature, the terms, conditions and budget of the protocols (protocol compliance check) and advise on any discrepancies observed between the proposed final document and the required documentation;
3. Ensure information management related to the partnership life cycle, such as the partner database, FLA/MOU archives, etc., including coordination with the field offices (e.g., in the case of the FLA/MOU). – including coordination with the Field Offices (FOs) and programme sections to ensure that the records and profile of implementing partners are updated and maintained;
4. Monitor FLA/MOU/LOU start and end dates and liaise with Activity Managers and Heads of Field Offices to support amendment or any steps required prior to the end of agreements;
5. Ensure that the "Agreement Tracking Sheet" is updated and shared regularly with management, field offices and relevant stakeholders in the Country Office (CO);
6. Coordination with the Billing Officer for the timely creation of financial commitments (PODA) in the system and follow-up of any required changes;
7. Coordinate partner activity mapping exercises to facilitate operational and strategic engagement with partners, also coordinating with clusters and other UN agencies;
8. Organise an annual call for expressions of interest for the following year and ensure that potential partners are relevant to the programmed activities, and that they are registered and verified on the UNPP and included in the due diligence plan;
9. Ensure the effective secretariat of the Cooperating Partners (CP) Committee;
10. Monitor standard emergency preparedness measures to ensure that WFP is able to respond quickly and deploy the necessary CPs to affected areas as required;
11. Provide guidance to programme activities on contracting and participate in all related activities on behalf of the unit;
12. Act as focal point for the UN Partner Portal (UNPP) – as well as for the Partner Connect roll-out – and develop training materials for their use, in coordination with HQ;
13. Liaise closely with the programme, TOs and units to ensure close monitoring and proper management of partnership agreements – this will include coordination of performance evaluation exercises, support to spot-checks and monitoring of PC improvement plans;
14. Provide technical support to programme staff in the CO, TOs and partners on the partnership life cycle, FLA management, also coordinating specific sessions on the partnership life cycle and FLA management.
15. Carry out any other tasks that may be assigned to it.

– Previous experience of working in programme implementation with technical teams in the field such as nutrition, M&E VAM, etc.
– Experience in translating operational requirements into financial information.
– Experience in team supervision and project coordination

– Experience of working in NGOs or the UN is an asset;
