WFP MANDATE AND INTERVENTIONS IN MALI

In Mali, WFP supports government efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with state institutions, non-governmental organizations (NGOs) and partners of the United Nations system, WFP organizes cash or in-kind transfers to meet the food needs of families affected by conflicts or hazards , provides school meals that promote girls and boys' access to education, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and access at the market.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree or University degree with experience and training/courses in one or more of the following disciplines: economics, commerce, business administration, engineering, legal, accounting or related field
Experience: • 3-5 years of professional experience in Logistics
• Knowledge of complex logistics operation
• Experience working in CBT and retailer management
• Experience working in voucher and E-voucher reconciliation.
• Work experience in emergency duty station is an asset.
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
• Experience in supply chain or private sector engagement including evaluating and selecting retailers, (financial) service providers and/or suppliers.
• Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations.
• Experience in working in a related field in the private sector.
• Experience identifying inefficiencies, risks and opportunities for supply chain operations.
• Experience in developing operational supply chain (or related) strategies in a country.

ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide.
WFP Mali is implementing a country strategic plan 2020-2024 aiming at providing lives savings interventions while supporting the resilience of vulnerable communities affected by conflict, climate changes, and the COVID-19. About 90 percent of the resource transfers are done through CBT.
WFP Mali is currently seeking a consultant to manage the logistics operations and CBT supply Chain in the sub-office.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the general supervision of the head of Supply Chain and direct supervisor of the head of Sub-Office, the consultant will perform the following responsibilities:

PRIMARY ACTIVITES (priorities Activities)
• Manage the logistics operation and CBT supply chain in the Sub-Office.
• Manage the CBT E-voucher reconciliation and CBT retailer payment.
• Responsible for the supervision, monitoring, and detailed recording of all warehouse and stock movement activities consistent with WFP procedures requiring complete accuracy and timely delivery.
• Lead the implementation process of procurement of retailers and renewal of retailer agreements and Retailer Relationship Management (RRM);
• Conduct ongoing monitoring of retailers and Market Key Performance Indicators (KPIs) by analyzing reports from various data sources;
• Provide accurate and timely reporting including the provision of substantial analysis of supply chain CBT & Markets activities and trends.
• Planning and organizing the work of the Sub-unit in the provision of logistics-related services ;
• Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries
• Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries.
• Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
• Follow emergency logistics preparedness practices to ensure WFP timely response and deployment food and resources to affected areas at the onset of the crisis.
• Develop new tools, SOP, guidelines, processes in Logistics operation and CBT retailers management.

• Manage Logistics Operation and CBT in the sub-office.
• SOPs and guidelines materials are developed.
• Capacity building of Staff and Partners.
