ORGANIZATIONAL CONTEXT

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially begun in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, providing life-saving food assistance in emergencies and disasters, and to develop programs that seek to improve nutrition and the overall quality of life of the people we serve. Since 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In 2024, WFP will launch a new CSP (2024-2028) which will intensify WFP’s shift towards the prioritization of development-oriented activities, with a strong focus on resilience building as well as capacity strengthening measures through technical support. As such, WFP seeks to continue increasing its engagement with development actors, including International Financial Institutions (IFIs). The recent selection of WFP Philippines to be among the first countries worldwide to receive WFP’s global Changing Lives Transformation Fund (CLTF) will be a key opportunity to enable the Country Office to further strengthen its support to the Government in its efforts to achieve the goals of the 2030 Agenda for Sustainable Development using WFP homegrown school meals models.

In this context the Country Office requires support of a Head of Partnerships, Communications and Reporting to support the Country Office with growing development-oriented partnerships, that also require strengthened reporting and advocacy. The Head of Partnerships, Communications and Reporting will work under the supervision of the Country Director and will lead and supervise a team of 6 staff members working in the unit: a Communications Officer, a Partnerships and Reports Associate, two Communications Assistants, a part-time Partnerships Consultant, and a part-time Graphic Designer. He/She will lead Partnerships, Communications and Reporting activities and supervise other team members while providing guidance and capacity development, with the goal to build the capacity of the team to effectively manage Partnerships, Communications and Reporting activities for the Country Office in the long-term.

KEY ACCOUNTABILITIES (not all-inclusive)

Partnerships and Strategic Engagement

  • Lead the implementation of the Country Office partnerships work plan to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
  • Manage a portfolio of partnerships to support the implementation of the Country Strategic Plan. Solicit contributions, provide donor stewardship, forecasting, negotiate changes and assess results, to maximise resources raised.
  • Facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, including International Financial Institutions (IFIs); Present recommendations to senior management and ensure follow-up.
  • Develop a clear value proposition aligned with the priorities of the Government and the financing of IFIs, to position WFP as a credible development partner; regularly and constructively engage with various IFIs to build upon previously identified opportunities and crystalize them into concrete partnerships.
  • Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
  • Lead the preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units, RB and HQ.
  • Facilitate corporate dialogue with partners through preparation of quality briefing materials; Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP.
  • Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), and asses results.

Communications

  • Oversee the development and implementation of the Country Office communications work plan to maintain and enhance the visibility and reputation of WFP engaging key target audiences, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies.
  • Manage the regular flow of news/information about WFP’s work to the media, ensuring reputational risks are identified and managed.
  • Prepare communications products that effectively convey the desired message to targeted audience(s).
  • Support the social media plan by overseeing the preparation of social media content, and utilising platforms, networks and partners to enhance coverage and support of WFP’s activities.
  • Monitor and analyse traditional and social media to inform the development and/or evaluation of communication activities and strategies.
  • Generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fund-raising activities, ensuring consistency with corporate messages.
  • Support capacity building of WFP staff on all aspects of communication, provides advice and guidance within area and level of expertise, in order to ensure that all activities meet desired standards of consistency, quality and impact.

Reports and Operational Information Management (OIM)

  • Develop systems and tools that support effective OIM, performance reporting and inter-agency information management in line with WFP and UN policies and practices.
  • Implement established corporate systems to drive the quality, consistency, standardisation of information management and performance reporting across WFP.
  • Oversee the collation of analysis communication the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information.
  • Oversee the information collated from internal and external sources to facilitate and maximise the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
  • Oversee the production of the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation and logistics functions to coordinate and ensure coherence and quality of information.
  • Oversee the preparation of various corporate documents, including but not limited to: monthly country briefs, situation reports, Executive Director briefs, daily operational briefs, and other documents requested by Country Office management.
  • Collaborate with counterparts in other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience
  • Experience: 5 years or more of postgraduate professional experience in a relevant field of work, preferably in another UN agency/organization or NGO. and/or trainings/courses.
  • Knowledge:
    • Strong written and oral communication skills.
    • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
    • Able to supervise, coach, provide guidance and support more junior members of the team.
    • Specialised knowledge partnerships, information management, and communications best practices, techniques and processes with some understanding of the basic theoretical background.
    • Understanding of programme planning and implementation processes.
    • Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
  • Language: Fluency in spoken and written English is required.
