What will you do in this position? 

In order to scale up its response, WFP Ukraine is hiring a Program Associate to be based in Lviv. Under the direct supervision of the Programme Policy Officer in Lviv, and with technical assistance from the Kyiv programme team, the Programme Associate will be responsible for supporting the implementation of food assistance activities. The job holder will be responsible for planning, implementation and coordination of activities that require a thorough understanding of the programme/project context, issues, and the ability to apply a range of guidelines/practices.

One in three households is estimated to be food-insecure, rising to one in two in some areas of the east and south. More than 6 million Ukrainians have been internally displaced and more than 6 million have left the country. Almost 6 million Ukrainians are internally displaced and nearly 8 million are living as refugees in Europe. Many of those who remain have lost their livelihoods, especially in areas close to the front lines. Those who returned are struggling to rebuild their lives, having run out of money or found their homes reduced to rubble.

WFP supports 3 million people every month in Ukraine, using a flexible mix of food and cash assistance. We support people wherever they are, including in areas close to the front line.

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

How can you make a difference?

1. Contribute towards the development of projects plans and processes, ensuring alignment with wider programme policies and guidelines.

2. Provide efficient coordination and project management support to specific and defined programmes and projects of small to moderate size, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

3. Prepare a variety of elaborated reports and substantial data analysis (e.g., food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.

4. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes, and activities.

5. Ensure regular monitoring of food assistance activities, conduct trainings for cooperating partners, local authorities, and beneficiaries.

6. Support the identification, development, and management of potential partnerships for food assistance programs.

7. Support the capacity building of WFP staff and partners to prepare for and respond to food assistance needs.

8. Conduct routine monitoring field visits of programme activities, produce, and share monitoring reports to inform adjustments and improvement action plans.

9. Verify the planned movements and distribution of food or non-food items, report issues or discrepancies to the supervisor for timely resolution of problems and ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.

10. Receive and collate comments and feedback from cooperating partners, beneficiaries, and local authorities to support the identification of programmatic issues with a view to improving programme delivery.

11. Prepare briefing packages and organize meetings with government counterparts, UN Agencies, and other partners as requested.

12. Provide guidance and act as a point of referral and assist partners with analysis and queries.

13. Any other duties as required.

• Education: Completion of secondary school education or Diploma in related field

• Language: Fluency in both oral and written communication in English. Ability to effectively communicate in Ukrainian.

• Experience: Minimum six years of progressively responsible work experience preferably in project management, implementation, food security, livelihood, education, or similar programs.

• Good Communication Skills: Ability to provide short briefings and communications clearly and concisely, both orally and in writing. Ability to engage effectively at the field level with a wide range of actors including those in the international humanitarian community and governments; Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

• Working in a team: Ability to work within a team setting and work well with other team members to realize a collective objective.

• Work under pressure: Ability to multi-task and respond simultaneously and in a timely fashion to demanding job requirements under high-pressure environments.

• Knowledge of commonly used Applications: Ability to effectively use commonly used office software applications (Word, Excel, PowerPoint, Outlook etc.). Skills in data management would be added advantage
