Partnership Finance Manager – Jordan Country Program
BACKGROUND:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari, and Azraq camps) refugees and urban-based refugees, and in coordination with the humanitarian community and the Government of Jordan.
JOB OVERVIEW
The Partnerships finance manager will manage different partnerships’ finance-related aspects of IRC’s partnerships department. With direct management support from the Partnerships Coordinator, the Partnerships finance manager will ensure that the goals and objectives of the partnerships department are met in a timely and effective manner according to the Theory of Change (ToC) of different programs in addition to the Strategic Action Plan (SAP). The Partnerships finance manager will manage other specific duties & responsibilities including Business Development & Context Analysis/Research, Award Management (PCM, Budget Management, Reporting, and Monitoring), Staff/Talent Management & Performance, External Relationships, Partnerships & Coordination. The Partnerships finance manager will report to the Partnerships Coordinator.
SPECIFIC DUTIES AND RESPONSIBILITIES:
Technical duties
Attend Go-No-Go (GNG) meeting and advise on the feasibility of any funding opportunity.
Lead the design of partners' budgets and budgets narratives using both internal and donor's templates (considering the frequency for multi years projects).
Lead on partners' scope of work and government cover letter.
Prepare and submit the Partnerships' salaries forecast following IRC Cost Allocation Methodology (CAM).
Prepare and follow up on signing the team agreement or Pre-award letter (PAL) with partners.
Contribute to conducting Partner Project Capacities Review (PPCR).
Contribute, review, and approve the Project Support Plan (PSP).
Contribute to developing the Partners' monitoring schedule and communicate it with HQ for revision.
Draft Partnership Agreement with all annexes (in collaboration with compliance, programs, and finance).
Conduct financial-related presentation to the partners' financial focal points.
Contribute to conducting the Partners' Project Opening Meeting (PPOM).
Contribute to the Project Implementation Meetings (PIMs).
Coordinating and conducting field monitoring visits, Preparing, and developing monitoring reports.
Provide continuous close support (Mentoring, coaching,..) to partners in preparing both financial and narrative reports.
Review partners' financial and technical reports, ensuring 100% alignment between financial and technical and provide feedback to partners for reflections
Prepare and submit the payment vouchers and journal vouchers to the finance department.
Prepare and share the partner project financial status with program coordinators for review and approval.
Collect partner feedback, lessons learned sessions, and design meetings for any amendments or new phases planning.
Lead on financial-focused project closing processes.
Staff/Talent Management & Performance
Work with the Partnerships Coordinator to build the capacity of team members and identify resources and materials to support and empower the staff in relevant technical and management competencies.
Provide ongoing mentorship and guidance to direct-report staff, including communicating clear expectations, setting annual performance objectives, and providing regular and timely positive and constructive performance feedback.
Deliver and implement a comprehensive plan for hiring new team members as required including technical capacity-building trainings and orientations.
As required identify staff performance issues and work with Human Resources to document and address these by the National Staff Employment Policies
Approve and manage attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews
Adhere to and act by the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
External Relationships, Partnerships & Coordination
Communicate with different current and future partners, actors, and stakeholders.
Coordinate and participate actively in different forums, meetings, and reviews with IRC partners including the relevant ministries, governmental bodies, civil society, private sector, and academic stakeholders.
Organize and facilitate field visits for stakeholders interested in IRC’s programming in Jordan.
Ensure regular communication with the Partnerships Coordinator and other departments/programs regarding the partners’ finance progress.
KEY WORKING RELATIONSHIPS
Position Reports to Partnerships Coordinator
Position directly supervises: Partnerships finance assistant.
Key Internal Contacts: other IRC Jordan Programs such as Programs coordinators, Programs’ managers, MEAL department, Grants department, Supply Chain, Human Resources department, and Finance department.
Qualifications
JOB REQUIREMENTS
University degree in accounting, business management, or relevant degree.
Minimum of 6 years of professional experience managing (designing and implementing) xxx programs in both humanitarian and development contexts.
Strong organizational, interpersonal, and team-building skills.
Strong writing and analytical skills.
Experience working with and coordinating with local authorities, donors, UN bodies, NGOs, INGOs, and other stakeholders including grass-root organizations.
Excellent writing and verbal communication skills.
Competent in Windows, MS office programs, emails, and relevant databases.
Demonstrated Managerial/Leadership Competencies:
Promotes teamwork, comfortable in a multi-cultural environment, flexible, and able to handle pressure with professional grace
Ability to plan, prioritize, coordinate, and manage human resources.
