Background and Purpose of the Assignment:

The Country Strategic Plan (CSP) for CO Somalia (2022-2025) embodies WFP’s strong and growing partnership with the Government at Federal, Federal Member State and local levels. It aligns with Somalia’s ninth National Development Plan, in particular the third and fourth pillars on economic and social development; and with the corresponding strategic priorities of the United Nations Sustainable Development Cooperation Framework for Somalia. And it is integrated with the objectives of the Humanitarian Response Plan to reduce loss of life, sustain lives and uphold commitments to protection.

Through this alignment, the CSP ultimately paves the way for WFP to work with and for Government to realize many of the Sustainable Development Goals (SDGs) in Somalia – especially SDG 2, Zero Hunger, and SDG 17, Partnerships for the Goals.

The CSP has been built on the lessons learned and key achievements of the previous interim CSP (2019-2021) and will see WFP take forward, and expand on, its well-established portfolio of humanitarian and development interventions in Somalia.

Position Overview:

As part of the Planning, Monitoring, Learning and Evaluation (PMLE) Unit, the M&E Officer (Monitoring and Learning) will oversee and ensure quality implementation of the end-to-end field monitoring activities. They will also be responsible for promoting the use of data and evidence to inform WFP Somalia programming. The M&E officer will report to the Head of PMLE.

Duties and Responsibilities:

Monitoring

  • Provide strategic inputs to the development/update of WFP Somalia monitoring strategy and related SOPs in line with WFP and UN strategies, policies, and processes.
  • Centralize the monitoring requests from technical units into the country-level monitoring, review and evaluation plan and translate it to the field-level planning.
  • Coordinate planning and implementation of monitoring activities to measure the effectiveness and performance of all CSP activities and ensure well-informed decisions.
    • Lead the design of monitoring methodologies (both qualitative and quantitative) and tools in consultation with main internal and external stakeholders.
    • Lead and coordinate data collection exercises (remote monitoring and physical).
    • Provide guidance and support to area and field offices on efficient documentation, sharing, and use of monitoring findings.
    • Lead country-level reflection sessions on monitoring findings and their implications
  • Align the field-level planning and with the country-level monitoring, review, evaluation plan and ensure a monthly tracking of monitoring coverage
  • In coordination with the M&E Officer (Capacity Building), provide support, guidance, mentoring and capacity development to the M&E WFP staff and third-party monitors.
  • Define the needed resources to carry out the required monitoring activities and oversee the proper engagement of third-party monitors.
  • Evaluate the work of third-party monitors and identify ways to improve the quality of their work.
  • Support the areas offices and field offices to integrate best practices as appropriate for the local context.
  • Provide support to internal/external audits, regional, donors and other oversight monitoring missions when requested.
  • Work in close collaboration with internal counterparts and external partners to strengthen the quality of data collected through monitoring activities and build credible performance evidence.
  • Travel to area offices and field offices across Somalia to support M&E processes and quality as needed.
  • Contribute to the development/revisions of M&E-related aspects of the CSP, log frame and its budget, and the quality delivery of the CSP 2022 – 2025 and support driving the corporate and country priorities.

Learning

  • Continuously identify programmatic evidence needs in consultation with key internal stakeholders, set up a plan to address these needs, and oversee the implementation of this plan
    • Be a custodian of WFP Somalia’s learning agenda and its implementation plan
    • Work with colleagues to put in place a communication and advocacy plan that supplements the WFP Somalia learning agenda
  • Work with colleagues in Areas Offices, Field Offices, and technical units to continuously identify opportunities for generation, documentation, and sharing of evidence, lessons, impact, best practices.
  • Promote programmatic learning events through workshops, reflection sessions, meetings, learning sessions and other information dissemination fora to ensure understanding and use of findings for programme adaptation and learning.
  • Lead regular meetings to disseminate monitoring and evaluation findings and recommendations to a series of audiences.
  • Lead the development of innovative, user-friendly, and useful information products for internal and external stakeholders from monitoring activities and other activities managed by the PMLE team.
  • Identify and lead other innovative initiatives to promote a culture of programmatic learning and adaptation in WFP Somalia.

Minimum Role Requirements:

Education:

  • Advanced University degree in Economics, Statistics, Sociology, Social Development, or another relevant field, or First University degree with additional years of strong leadership skills with coaching and mentoring experience.

Experience

  • Must have + 5 years of experience in leading project/programme monitoring processes preferably in an international organization.
  • Must have + 5 years of experience in leading project/programme learning initiatives. Candidates from other sectors (e.g. private sector) with experience in machine learning, predictive analysis, business intelligence, or other experience in leveraging data to improve the performance of some set of tasks are strongly encouraged to apply.
  • Experience in planning and managing the implementation of large and complex data collection activities.
  • Experience in promoting the use of data and evidence to inform programming/decision-making.
  • Skills and experience in managing teams composed of junior and senior staff, supporting staff development, and leading a community of practice across many different offices.
  • Experience in effectively managing processes involving a large number of internal and external stakeholders.
  • Experience developing user-friendly and practical knowledge products (e.g., dashboards, reports, presentations, case studies, success stories, videos etc.) in different formats and audiences.

Language

Fluency in English Language (level C) is a requirement.

Knowledge and Skills:

  • Excellent process and project management skills
  • Excellent analytical skills and ability to package data and evidence into practical, user-friendly, and innovative knowledge products.
  • Knowledge of SPSS, Stata & Tableau is highly desirable.
  • Excellent analytical writing and communication skills and the ability to use data and evidence to influence.
  • Expertise in research design, sampling, and coordination is highly desirable.
  • Excellent leadership skills and stakeholder management skills
  • Team management and staff development skills
  • Up-to-date understanding of humanitarian/development activities in complex contexts and knowledge of monitoring requirements, to constructively enhance the M&E systems, tools and processes that suit WFP’s strategic and operational needs is desirable.
