JOB PURPOSE
The monitoring unit in the Regional Bureau has the responsibility to support and enhance the capacity of the country offices to ensure adequate, appropriate and timely monitoring their programmes, for accountability and – most importantly – for learning purposes.
The Regional Bureau closely works with Headquarters’ (HQ) Research Assessment, and Monitoring (RAM) and Performance Management and Monitoring (RMP) teams to strengthen monitoring capacity in Asia Pacific.
The Programme Policy Officer leads the compliance and oversight pillar of the regional Monitoring work.
KEY ACCOUNTABILITIES (not all-inclusive)
• Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guideline.
• Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
• Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
• Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
• Liaise with internal counterparts to ensure effective collaboration, monitoring ongoing projects.
• Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
• Support to Country Offices (COs) in ensuring that COs monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the update corporate results framework (CRF).
• Support the COs in developing monitoring, review and evaluation plans and budgeting for M&E costs to support programme implementation and progress toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
• Contribute to evidence- based decision-making on programme design and implementation, notably through monitoring, review and evaluations findings accessible, developing innovation, user-friendly and informative products.
• Support WFP Management and Programme staff in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
• Contribute to build capacity of WFP staff and partners through training and information sharing.
• Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM QUALIFICATIONS
Education: Minimum Bachelor degree in in International Affairs, Economics, Statistics, Business Administration, Social Sciences, or other field relevant to analytics.
Work Experience:
- Minimum one year of relevant professional work experience for candidates with master's degree and two years for candidates with bachelor's degree in field stated above.
- Experience in data analysis, data management and report preparation.
- Experience in training/ capacity building of staff.
Knowledge& Skills:
• Practical knowledge on how monitoring data is collected, complied, analyzed and presented for management decisions, programme adjustment and donor reporting.
• Practical understanding of project cycle management from fund allocation to reporting.
• Good knowledge of results-based management principles and practices.
• Experience in performing data checks and data analysis.
• Advanced skills in MS Excel, PowerPoint and MS Word.
• Desirable: Tableau and other standard WFP software packages and system.
Language: Fluency in both oral and written communication in English.
