BACKGROUND

Despite positive economic growth and progress in poverty reduction, Tajikistan is still facing a challenging food security and nutrition situation. Recent economic challenges compounded by population growth have contributed to the reclassification of the country as low-income in 2018 while the COVID pandemic and the ongoing conflict in Ukraine has further increased household vulnerability. Malnutrition rates remain the highest in Central Asia, and the number of undernourished has remained stagnant. Tajikistan faces different environmental challenges, including environmental and soil degradation and poor natural resource management. Additionally, Tajikistan is extremely vulnerable to the impacts of climate change, which has further exacerbated food security and livelihoods of vulnerable communities. Given the above, the government has identified food security and access to quality nutrition as one of its development priorities.

WFP Tajikistan has commenced its Country Strategic Plan 2023 – 2026 in tandem with the UN Sustainable Development Cooperation Framework (UNSDCF) covering the same period. By means of the CSP, WFP is undertaking a strategic shift from direct implementation to enabling and strengthening capacities of national and subnational institutions to deliver on their food security and nutrition priorities. WFP activities support the achievement of Sustainable Development Goal 2 (Zero Hunger) and 17 (Partnerships for the Goals). The geographic scope of WFP Tajikistan operations encompasses the entirety of the country. In addition to the country office in Dushanbe, WFP has field offices located in Bokhtar, Gharm, Khorog, and Khujand to oversee operations in those specific regions.

WFP responds to government requests following small-scale natural disasters or other emergencies. Natural disasters are recurrent in Tajikistan and their impact and frequency have increased as a result of climate change. Activities will be implemented in partnership with the Committee on Emergency Situations and Civil Defence and other national and subnational authorities, UN agencies, international and local nongovernmental organizations and private sector entities. Preparedness measures include climate services and early warning in the event of crises caused by conflict, political instability, socioeconomic shocks, agricultural failures or natural disasters. In parallel to EPR, supporting the development of state social protection schemes that provide access to food and create productive assets for strengthening capacities to respond to shocks is also critical.

JOB PURPOSE

With simultaneous ongoing crises in the region and globally affecting Tajikistan, and to maintain WFP’s leading role in supporting the Government of Tajikistan in emergency response, the focus of this post will be to assist in beneficiary data processing as well as managing WFP approved data management tools, with strict compliance with of the WFP Guide on the Protection of Personal Data and Privacy. While the portfolio will include all emergency interventions, the priority focus will be on responses designed to mitigate socioeconomic effects of the global food crisis.

KEY ACCOUNTABILITIES (not all-inclusive)

The position will report directly to the emergency preparedness and response coordinator and will closely interact with other teams, such as IT, research, assessments and monitoring, and gender, protection, and accountability across all WFP offices in Tajikistan. The incumbent will perform the following tasks:

• Support programmatic needs and supervise all activities related to beneficiary identity management (BIM), including collection of beneficiary data, guiding and coordinating beneficiary data collection and ensures data quality and consistency;
• Manage all activities related to beneficiary data verification, cleaning, and analysis; guiding and advising on beneficiary data quality standards;
• Ensure beneficiary management reflects cross-cutting efforts and views, such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability to ensure equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities;
• Disseminate regular reports on data management status, data enhancement needs and required measures, and to alert on appropriate data retention measures as required;
• Ensure beneficiary data readiness with a minimum requirement for sharing with partners, such as cooperating partners and government counterparts, when deemed necessary and appropriate for WFP’s programme implementation;
• Consult with field offices and partners to coordinate and resolve beneficiary data inconsistency issues in various data repository tools;
• Undertake field missions and duty travel to provide technical backstopping in beneficiary data collection or enhancement efforts;
• Provide support to the EPR team as relevant to internal WFP processes and procedures in accordance with all deadlines (e.g., potential partner proposals, field level agreements, service provision processes and contracts; invoice/transfers clearances; corporate systems such as WINGS/COMET/SCOPE; expenditure planning and reporting; monthly deliverables such as mission plans, country brief inputs and bank forecast inputs; responding to official letters requesting support or information; serving as hiring manager; etc.);
• Any other business.

STANDARD MINIMUM QUALIFICATIONS

EXPERIENCE:

• 6 years of relevant work experience in data collection and processing, assessment coordination, and data processing platforms;
• Proficiency with data analysis and visualization software (SPSS, STATA, Tableau, etc.);
• Experience and familiarity with WFP’s beneficiary registration and data management tools;
• Knowledge of food security programming and multistakeholder processes;
• Experience with community-based participatory planning approaches;

EDUCATION & SKILLS:

• Completion of secondary school education. A post-secondary certificate in the related functional area. Additional training/courses in related areas are assets.
• Strong knowledge of data privacy theory and accountability to affected populations approaches;
• Understands basic principles of engagement with government counterparts at the national or local level;
• Strong analytical skills and ability to prepare technical reports;
• Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook, Publisher, etc.);
• Behavioural competencies such as action management, client orientation, cognitive capacity, innovation, partnering and teamwork.

LANGUAGE:

• Required fluency (level C) in oral and written English;
• Required fluency (level C) in oral and written Tajik or Russian.

TRAVEL:

Will travel extensively and regularly throughout the country to remote and sometimes difficult to reach project locations with potentially minimal services.
