BACKGROUND

Despite positive economic growth and progress in poverty reduction, Tajikistan is still facing a challenging food security and nutrition situation. Recent socioeconomic challenges compounded by population growth have contributed to the reclassification of the country as low-income in 2018 while the COVID pandemic and the ongoing conflict in Ukraine has further increased household vulnerability. Malnutrition rates remain the highest in Central Asia, and the number of undernourished has remained stagnant. Tajikistan faces different environmental challenges, including environmental and soil degradation and poor natural resource management. Additionally, Tajikistan is extremely vulnerable to the impacts of climate change, which has further exacerbated food security and livelihoods of vulnerable communities. Given the above, the government has identified food security and access to quality nutrition as one of its development priorities.

In tandem with the new UN Sustainable Development Cooperation Framework (UNSDCF) covering 2023-2026, WFP is currently operating under the Tajikistan Country Strategic Plan (CSP) of the same duration. By means of the CSP, WFP is undertaking a strategic shift from direct implementation to enabling and strengthening capacities of national and sub-national institutions to deliver on their food security and nutrition priorities. WFP activities support the achievement of Sustainable Development Goal 2 (Zero Hunger) and 17 (Partnerships for the Goals). The geographic scope of WFP Tajikistan operations encompasses the entirety of the country. In addition to the country office in Dushanbe, WFP has field offices located in Bokhtar, Gharm, Khorog, and Khujand to oversee operations in those specific regions.

To support evidence-based decision making, WFP collects food security and nutrition data through various platforms and in coordination with the government Agency for Statistics, among other entities.

JOB PURPOSE

The above-described initiatives require enhanced capacity at the country office level and strong coordination with internal and external stakeholders. The Programme Associate, G6 (Data Analyst/GIS) will support the overall management and implementation of WFP Tajikistan’s research, assessments and monitoring data and mapping needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting directly to the Vulnerability Analysis and Mapping Officer, NOB, and under the general guidance of the Research, Assessments, and Monitoring (RAM) coordinator, the incumbent is expected to perform the following duties in line with wider RAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies, and programmes:

Geographic Information and Remote Sensing Services
• Serve as the country office’s main liaison for remote sensing initiatives such as the Asset Impact Monitoring System, Platform for Real-time Impact and Situation Monitoring, and those pertaining to climate services and hydrometeorology; support the integration of geospatial databases with relevant primary and secondary data;
• Ensure the development and production of maps and related documents; maintain a geodatabase for all WFP projects;
• Supplement project reports with relevant maps and data gathered from GIS, remote imagery and sensing;
• Support cooperating partners, academic partners, and government counterparts in identifying needs and advise on relevant GIS, mapping, and remote sensing products, providing (or soliciting services for) training as required;
• Support the development of an online Food Security and Vulnerability Atlas, including the use of an opensource hosting platform; prepare geospatial datasets related to food security, agriculture, natural disasters, and other relevant indicators to develop food security atlas maps;
• Develop WFP and partner capacity to operate and implement the online Vulnerability Atlas and other software;

Data Analysis
• Support development of systems and tools for monitoring and assessment of food assistance needs and projects in line with innovative methodologies and best practice;
• Support coordination and liaise with staff and partners to ensure data collection efforts are meeting required standards, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery;
• Support preparation of timely reports on food assessment needs and projects;
• Provide capacity building and technical support to partners and government counterparts in conducting assessments including data collection, data structuring, analysing data, preparing reports, maintaining databases, and archiving of geographic information related to food security and vulnerability data as well as in support of emergency preparedness (i.e., risk analysis, early warning, preparedness planning, organizing and conducting emergency needs assessments);
• Provide support to staff and partners to enable sharing of experiences, lessons learned, and best practices;

Cross-cutting
• Provide advice and support to the programme team in its efforts to improve the digitalization of its activities through development of tools, such as climate services; education management information system; telecommunications service provision for two-way communication with the people WFP serves; project/activity-specific databases and dashboards;
• Support the implementation of the WFP Tajikistan CSP through ensuring cross-cutting efforts such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability, and capacity development, are integrated throughout the portfolio and to ensure equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities;
• Provide support to the RAM team as relevant to internal WFP processes and procedures in accordance with all deadlines (e.g., potential partner proposals, field level agreements, service provision processes and contracts; invoice/transfers clearances; corporate systems such as WINGS/COMET/SCOPE; expenditure planning and reporting; monthly deliverables such as mission plans, country brief inputs and bank forecast inputs; responding to official letters requesting support or information; serving as hiring manager; etc.);
• Any other business.

STANDARD MINIMUM QUALIFICATIONS

EXPERIENCE:

• Minimum 6 years of progressively responsible relevant experience in food security, vulnerability analysis, and early warning;
• Experience with remote sensing, statistics, quantitative and qualitative analyses;
• Strong analytical and communication skills demonstrated through preparation of well-analysed data and comprehensive reports;
• Advanced knowledge of GIS and experience in mapping and cartography;
• Proficiency in GIS and remote sensing software, MS Office Suite, SPSS/STATA, Tableau, and/or other data analysis and visualization software;

EDUCATION: Completion of secondary school education. A post-secondary certificate in the related functional area.

LANGUAGE:

• Fluency in oral and written English is required.
• Fluency in oral and written Russian or Tajik is required.

TRAVEL: Will travel regularly throughout the country to remote locations with potentially minimal services.
