Field Support Technical Advisor / CP Management (CST-II)

Field Support Technical Advisor/CP Management – Consultant level II

The position will be based in the NGO Partnership Unit in Rome, Italy.

Brief description of NGO Partnership Unit:

BACKGROUND:

The NGO Partnerships Unit provides technical guidance and support to WFP Country Offices (COs) worldwide in day-to-day management of cooperating partnerships. Likewise, its guidance service is extended to WFP’s NGO partners regarding how to work with WFP. Such technical support is built upon the Corporate Guidance on NGO Partnership Management, which has been originally developed and launched in 2018.

Since 2018, the functional responsibilities and expectation on CP management have been expanded at corporate level through undergoing many changes in the policy and operational environment surrounding the CP management function, which include, but not limited to, rapid progress on digitalization roadmap, increasing oversight attention on relevant risks, and introduction of new policy framework. This led to multiple additions and updates in the framework of CP management guidance, which are accumulated in forms of templates, guidance notes, SOPs, relevant presentations and training materials. Moreover, there are certain areas in the guidance that lag behind the operational practices and needs in the field, leaving potential gaps in the coverage of field support mechanisms.

It is therefore considered an imminent task for the NGO Unit to upgrade the field support mechanisms centered around the CP management guidance framework, with the aim at providing better support to both WFP COs and NGO partners.

PURPOSE OF THE ASSIGNMENT:

Under the supervision of NGO Partnership Officer/Field Support, the incumbent will lead the process of upgrading the field support mechanisms, through 1) drafting the updated CP management guidance; 2) transferring practical experiences and knowledge on CP management function from the field to newly established Field Support Team within NGO Unit; and 3) supporting the establishment of CP management advisory capacity at RB level.

ACCOUNTABILITIES/RESPONSIBILITIES:

The key duties of the Field Support Technical advisor will include:

  • Through the field operational lens, proactively review the corporate framework of WFP’s CP management guidance, including standard templates, thematic guidance notes, SOPs, relevant presentations and training material accordingly, identify missing links, obsolete description, and possible gaps.
  • Suggest the needs for the update/addition in the guidance framework to reflect the continuing development of CP management policies, mechanisms, tools, and digital solutions, particularly in reflection of FLA study that NGO Unit carried out in 2022.
  • Proactively study the ground practices and best practices for engaging different types of cooperating partners, including government entities, academia, and UN organizations, and support the alignment to incorporate these entities within the existing CP management framework.
  • Draft the updates of the guidance to satisfy the needs identified.
  • Coordinate the consultative meetings and engage with CP management focal points in the COs to seek different field perspectives and needs that should be reflected in the suggested updates in the guidance framework.
  • At the initial phase of field support ticketing system, support the NGO Unit team to handle field inquiries and assistance needs through providing field operational perspectives.
  • Support strengthening of RBs CP management capacities towards transferring core CO support roles from HQ to RBs.
  • Collaborate with different workstream owners within NGO Unit and provide technical input from field support perspectives, including through:
    • Suggesting effective communication channels and opportunities to inform field colleagues of the updates of CP management standards, tools and mechanisms.
    • Advising on the field implication of new and revised WFP policies in CP management areas and resulting needs of field support.
    • Supporting organization of the ad-hoc meetings and events in relation to CP management guidance and field support.
    • Contributing to the improvement of risk control, oversight, and management framework in CP management function, particularly towards establishing effective risk monitoring mechanisms.
  • Perform any other duty as required by the NGO Partnership Office/Field Support.

DELIVERABLES AT THE END OF THE CONTRACT:

At the end of the assignment, the incumbent should have:

  • provided a series of comprehensive trainings on CP management to NGO unit focal points for field support
  • updated the NGO Partnership guidance including tools and templates, and provided support to his rollout

QUALIFICATIONS & EXPERIENCE REQUIRED:

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: University degree in Political Science, International Development, Engineering or other relevant field

Experience: 6 years or more of relevant progressive work experience

Languages: Fluency (level C) in English language
