BACKGROUND

The Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.

JOB SUMMARY:

The Operations Team Lead is responsible for assisting the Chief of Party with the management and implementation of all operational, financial, compliance, procurement, logistical, and administrative aspects of the Activity. S/he will oversee the Operations team and coordinate implementation of project Component 6: WGA’s Systems Support Fund, a technical procurement fund, by effectively coordinating with technical staff on fund procurement to deliver equipment with the proper specifications on schedule. S/he will ensure adherence to U.S. Government regulations, Government of Jordan requirements, and Chemonics’ corporate and field office policies.

DUTIES AND RESPONSIBILITIES:

The responsibilities for this position include but are not limited to:

  • Supports Chief of Party (COP) develop and implement key management systems that will support project planning, reporting, and performance management; financial management; contractual compliance; property and technical procurement systems; safety and security, logistics management; and personnel management.
  • Leads the operations team and oversees their functions.
  • Responsible for coordinating Component 6 – the WGA Systems Support Fund.
  • Supervises finance team to ensure that all local payments and financial management are done in accordance with U.S. Government, Government of Jordan, and Chemonics policies and practices.
  • Works with the Fund Manager to ensure procurements adhere to federal acquisition regulations and local procurement guidelines.
  • Ensures that local subcontracts are executed according to contractual requirements and works with subcontractors on day-to-day issues pertaining to recruitment, billing, and budgets.
  • Effectively coordinates with the corporate office project management unit (PMU) on operational matters, contractual compliance, regular budget updates, quarterly reporting requirements, and ad-hoc requests from USAID.
  • Provides regular management of operations, particularly when chief of party is traveling.
  • Regularly update project internal policies, under the direction of the COP.
  • Manage the safety and security team and possibly act as the Security and Safety Focal Point (SSFP). The SSFP will be working closely with Chemonics Security Management Unit (SMU) on managing the security issues of the project
  • Ensures compliance with U.S. Government regulations, Chemonics’ corporate policies, the laws of the Government of Jordan, and any supplemental policies developed specifically for Jordan WGA.
  • Fosters a positive, collaborative, and healthy team environment.
  • Other duties as assigned by the Chief of Party.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Proven ability to oversee day-to-day financial management, and contract compliance and management. Leadership and management ability in team-oriented work environments.
  • Strong knowledge of USAID rules, regulations, and procedures.
  • Ability to effectively manage all aspects of project operations with strong organizational and prioritization skills.
  • Ability to mentor, supervise, and support local and expatriate staff
  • Ability to work in high-stress situations and respond to shifting priorities.
  • Ability to create and maintain effective working relations with senior government personnel, U.S. and foreign government organizations, and collaborating partners.
  • Excellent communication, writing, and interpersonal skills.
  • Experience managing a diverse and high performing team
  • The Operations Team Lead must be fluent in spoken and written English and Arabic

EDUCATION AND/OR EXPERIENCE

  • B.Sc. degree in finance, accounting, economics, engineering, or a relevant field.
  • S/he must have at least 10 years of managerial experience in the administration of comparable complex activities. S/he must possess strong knowledge of procurement policies for international or donor organizations.
