BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Research, Assessment and Monitoring (RAM) is a Division in the Programme and Policy Department incorporating Vulnerability, Assessment, Research and Monitoring to support policy and strategic development. RAM provides the foundation for effective programme implementation, from targeting vulnerable locations, identifying trends in poverty and food insecurity, assessing the performance and impact of food assistance, to enabling mid-course adjustments through data monitoring.
The mission of RAM is: “To provide credible, relevant and timely evidence for strategic and operational decision-making, resource mobilization and accountability to beneficiaries.”
Within RAM, the monitoring function provides guidance and supports the field in planning, collecting, measuring and analysing programme performance to inform decision-making, maintain operational focus on results, and generate data for process, output, outcome monitoring also for accountability purposes.
At country level WFP operates under a Country Strategic Plan (CSP) which is also aligned to the UN Sustainable Development Cooperation Framework (UNSDCF). The consultant will liaise with UN entities at global level and with different donor members to align monitoring and evaluation practices.

ACCOUNTABILITIES AND RESPONSIBILITIES:
Under the guidance of the Chief of Monitoring, the UN Liaison/external engagement officer (monitoring & evaluation) consultant will lead efforts to support the uptake of the UNDCO output indicator framework and engage with other UN agencies and donors on Monitoring and evaluation practices.
She/he will contribute to all RAM-M workstreams which include:
Workstream: Measurement Framework & Methods
Support coordination with UN DCO, UN agencies and other partners and donors in the area of monitoring and evaluation and engage in external advocacy and communication;
- liaise with UN DCO and other UN agencies on UNSDCF monitoring and evaluation guidance and tools;
- Lead drafting of WFP monitoring guidance to support WFP Country offices to measure and monitor UNSDCF indicators;
- Support the review and update of corporate Monitoring guidance and tools to ensure the inclusion of UNDCO output indicator framework
- Engage external stakeholders in advocacy and communication to socialize and demonstrate WFP’s monitoring practices;
- Liaise with selected WFP Executive Board members/donors to streamline monitoring and evaluation practices and requirements;
- Liaise with WFP partners to align monitoring and evaluation practices;
Workstream: Field Support & Implementation
Support Regional Bureaux (RBx) and Country Offices (COs) in adapting the UNSDCF output indicator framework:
- In coordination with the Regional Bureaux (RBx) support Country Offices (COs) to include WFP’s indicators of the UNSDCF framework into Country Strategic Plan (CSP) logframes;
- Liaise with Regional Bureaux (RBx) and Country Offices (COs) to develop training material to support WFP Regional Bureaux (RBx) and Country Offices (COs) colleagues in the uptake and implementation of WFP’s monitoring guidances including the UNSDCF monitoring and evaluation guidance and measurement requirements at the country level;
Crosscutting
All work streams may entail field monitoring support to RBs and COs by conducting field missions to support RBs/COs to strengthen the monitoring function and/or by building capacity of field staff in applying corporate guidance and methodologies.
DELIVERABLES AT THE END OF THE CONTRACT:
The key outputs of the consultant are expected to be:
- Guidance on WFP’s adoption of the UNSDCF output indicator framework developed (in line with WFP’s monitoring guidance);
- New common and complementary indicators included in Country Strategic Plan logframes;
- Effective liaison with UN agencies and other partners and donors on monitoring and measurement frameworks;
- Advocacy and communication with external partners strengthened;
- Field missions to support RBs/COs uptake monitoring function.
STANDARD MINIMUM QUALIFICATIONS:
Education:
Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of five years of relevant professional work experience, including in monitoring and guidance/policy development in UN;
Proven knowledge, abilities and skills in the areas of Monitoring and Evaluation, including experience in RBM principles and practices as well as preparing logframes and defining indicators; Practical knowledge on how monitoring data, and in particular output data, is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting;
Experience using a variety of quantitative and qualitative analytical tools and methods;
Knowledge and Skills:
Previous experience in humanitarian or development context.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
