CONTEXT

Médecins Sans Frontières is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed, or political affiliation. Médecins Sans Frontières is seeking a Liaison Officer for its Protocol Office in Amman.

SCOPE OF RESPONSIBILITIES

  • As per the Protocol Office Manager (POM) guidance, ensure that all MSF staff and their dependents has applied and obtained on time any visa, residency, travel or working permits in the mission country according to needs, and keep information on legal, administrative procedures.
  • Initiate and follow-up the procedures before local authorities that MSF need in order to import goods from any country, and assist the mission in following these procedures, in cooperation with the POM, LogCo and the logistic department of the mission.
  • Follow up clearances of MSF cargos and keep the PO and the mission informed about any possible planned or extraordinary needs.
  • Prepare, draft, and review correspondences, letters, requests, and applications for local authorities and stakeholders.
  • Establish and maintain professional contacts with relevant authorities, depending on the context and the needs of the PO and the mission.
  • Ensure, together with the POM and the relevant MSF section that all MSF activities are running lawfully and in full compliance with the Host Country Agreement (HCA) in all administrative or customs related issues, and keep the POM informed about any possible risks or problems.
  • Identify key/ new trends or changes of semi/ governmental/ administrative procedures and share with the POM.
  • Ensure that no illegal money is paid to any authorities or any individual, promoting and sharing MSF principles and values at all levels.
  • Keep all documentation and files updated, properly filed and easily accessible for the internal users.
  • Drives for the PO officials, MSF staff, and visitors as advised by the POM.
  • Delivery and collection of mail, documents and other items.
  • Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
  • Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes and water levels, car washing, etc so that the vehicle is kept clean and in good running condition at all times.
  • Ensures proper use of vehicle maintenance plans and assistance in preparing vehicle history report.
  • Ensures availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle.
  • Keeps track of insurance and other tax formalities.
  • Ensures that the steps required by rules and regulations are taken in case of involvement in an accident.
  • Regular commuting/driving to work areas and Jordanian governorates.

Context Specific Accountabilities:

  • Initiate and follow up on the working/travel (visas)/residence permits, clearances and exemptions applications before the relevant local authorities
  • Authenticate requests, correspondences, letters, permits, and licenses from relevant local authorities.
  • Accompany the PO team, and expatriates from MFS team as advised by the POM. Submit and follow-up on applications before local authorities, and embassies, and collect the mail on daily basis or as advised by the POM.
  • Carry out daily routines at respective Ministries and public authorities (MoI, MoL, MoFA, MoSD, police stations, municipalities, embassies, etc).
  • Perform other duties as required by the POM.

PROFILE

  • Secondary education is essential. University degree is preferable. Finance, administration, or communication-related studies are desirable.
  • Essential previous experience of at least one year in relevant positions.
  • Work experience in an international NGO
  • Valid driver’s license with a safe driving record.
  • Knowledge of driving rules and regulations, chauffeur protocol and courtesies, and local roads and conditions.
  • Organized, flexible, able to work under pressure
  • Communication skills, problem-solving attitude, diplomatic and negotiation skills.
  • Computer skills (MS Excel and Word)
  • Written and verbal fluency in English & Arabic with translation skills
  • Jordanian nationality.
  • Possesses a valid Jordanian driving license.

WORK LOCATION: Amman, Shmeisani – Jordan

CONTRACT: 5 Months only – full-time 100%

gross salary : 970 JOD
