JOB PURPOSE
To deliver a full range of HR support services to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services.
ORGANIZATIONAL CONTEXT
The HR Associate will be working under the supervision of the HR Officer and close coordination with the International HR Officer and other HR team members. The HR Associate is expected to use initiative and knowledge within an area of expertise to respond to queries with general guidance independently. There is a requirement to use judgment in dealing with unforeseen problems daily. The HR Associate can supervise clerical and support staff of the HR Unit and is expected to work in close collaboration with the operations and programme staff in the CO to address and resolve complex HR-related issues and information exchange
KEY ACCOUNTABILITIES (not all-inclusive)
Within the assigned unit and delegated authority, the HR Associate will be responsible for the following duties:
- Assist with a wide range of complex HR queries and follow-up actions to ensure consistent and high-quality HR services are delivered to clients to ensure compliance with HR policies and procedures.
- Analyse and respond to various internal and external queries to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives.
- Handle end-to-end recruitment and selection processes for ongoing and upcoming staffing requirements of the CO, including staffing scale-up during emergencies.
- Support and deliver onboarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood.
- Identify evolving needs of the organization and recommend changes in HR processes and procedures to support improvements in HR services.
- Review and compile various data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, and other HR-related activities to support analysis and reporting needs.
- Use HR management systems for reviewing, entering, and updating various HR data, including monitoring HR statistics (e.g., contract management, Performance Management, training and development, payroll administrations, etc.) and ensuring the accuracy of HR data and meeting established deadlines.
- Prepare a range of complex HR documentation required for the specific area of work (e.g., employment contracts, transfer/separation letters, training-related documents, etc.), ensuring accuracy and meeting established deadlines.
- Co-ordinate the maintenance of confidential personnel records, HR databases, and archives to ensure data and files are accurately stored and updated in compliance with the established standards
- Monitor staff deployment and handle related administrative actions, including preparation of reports, to support efficient HR service, enabling WFP to respond quickly to a crisis.
- Actively support and participate in staff-related initiatives and programs of the Country Office.
- Any other related duties as required based on the needs and requirements of the Country Office.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Secondary education with specialized certification in HR or supplemented by training in personnel or general administration work.
- Bachelor's degree in Human Resources, Business Administration, Psychology, or related field is desirable but not required.
Experience:
- Six or more years of progressively responsible support work experience in general administrative work including three years experience in human resources administration in a multicultural environment of any other large organization with established HR systems, policies and procedures.
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage.
- Attention to detail, ability to organize paperwork in a methodical way.
- Discreet, details and clients-oriented, patient and willingness to learn new things;
- Prior work experience with international humanitarian organizations, nongovernment or government institutions/organization in a multi-cultural setting is an advantage.
Knowledge & Skills:
- Knowledge of specialized HR administrative work practices and methods, gained through relevant technical training and experience.
- Good communication skills and a good understanding of HR principles and their application in order to respond to and resolve a range of HR queries.
- Ability to conduct basic analyses in order to generate periodic reports and make recommendations for further actions.
- Ability to build relationships with a variety of individuals across functions and outside WFP in order to effectively contribute to the functioning of the unit.
- Experience in supervising and coordinating tasks of subordinates to be able to train and supervise junior staff members within the HR function.
- Ability to work with minimum supervision and use initiative to perform administrative tasks within broad WFP guidelines and standards.
Language:
- Ability to communicate fluently in English, written and oral.
