Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

BACKGROUND:

LOCATION OF THE POSITION:

Based in the Amman office with regular visits to field projects in Jordan (mainly, but not exclusively, Mafraq, Irbid, and Zarqa), and also possible visits to Syria and Lebanon.

JOB RESPONSIBILITIES:

· Ensure application of and adherence to the World Service Global MEAL Framework

· Ensure that there is an appropriate MEAL system in place, including data collection, data analysis, and reporting, and that it is functioning adequately

· Coordinate implementation of the overall M&E working plan and provision of inputs required from all team members and stakeholders

· Ensure that reporting is done as per donor’s requirements

· Ensure relevant and timely MEAL information is produced for the relevant projects and feedback is provided to key stakeholders, including beneficiaries, senior management team and funders

· Organize project evaluations and measure projects’ impact

· Work with the new program for management system that will be introduced at LWF Jordan this year

· Ensure that the project’s MEAL (PMER) systems provide adequate information to monitor the Activity Info.

· Ensure adequate resources are allocated in project budgets to cover MEAL-related activities (internal assessments and monitoring reviews, external evaluations).

· Provide mentoring to project staff and ensure that there is a culture of learning from MEAL information

· Periodically review the system so that it is adapted to the changing contexts

· Develop and monitor the implementation of project M&E plans (in partnership with project officers)

· Prepare specific M&E tools and methods and databases

· Ensuring that the M&E officer keeps the databases up to date

· Ensure quality data for monitoring is collected timely, and it is shared on time and in appropriate formats with senior management

· Organize monitoring reviews with all project team

COMPETENCIES AND SKILLS

  • Solid understanding of the project cycle and participatory
  • Strong capacity to develop results framework (goal/outcomes/outputs/activities) and critically interpreting results framework, M&E plan and Indicator Tracking Tool
  • Proficient user of online data collection tools (Survey CTO, KOBO, Ona, COMM Care)
  • Advanced knowledge of data management and descriptive statistics
  • Knowledge of qualitative and quantitative sampling
  • Excellent understanding of the usage of qualitative methodologies, such as key informant interviews, and focus groups discussion, among others
  • Outstanding critical and analytical writing skills
  • Fluently spoken and written English, and Arabic is desirable
  • Knowledge of Python, R or Stata is desirable.

· Carry out any other duties as requested by the LWF PC and within the scope of work.

EDUCATION

· Master’s or bachelor’s degree in economics, statistics, social sciences or equivalent qualification

EXPERIENCE

· 7+ years of professional experience in the humanitarian or development sectors, among which 5+ are reporting experience and 5+ are in project planning, monitoring and evaluation

· At least 2 years’ experience in complex operations in the humanitarian or development field
