ORGANIZATIONAL CONTEXT
The mission of the WFP Japan Relations Office (TOK) is to raise awareness of WFP's work amongst the public and partners in Japan – one of the top-ranking and consistent donor countries.
TOK acts as a partnership hub, fostering strategic partnerships with the Government of Japan and Japanese entities by strengthening advocacy to key stakeholders to secure funding needs through diverse channels to achieve the SDGs and Zero Hunger. TOK provides tailor-made guidance on Japan contributions so that expectations are clear and opportunities can be maximized.
JOB PURPOSE
Drive WFP's effective positioning with public and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP, while supporting member states in the achievement of the SDGs and Zero Hunger and emphasizing WFP's contributions in this regard.
Under the direct supervision of TOK Government Team Leader, the incumbent will work with high degree of independence to carry out his/her work plan using technical knowledge and experience to analyze data, prepare briefing notes and reports, provide advice and solutions to problems, and identify partnership opportunities. The role is carried out daily in both Japanese and English.
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead the implementation of the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
- Engage with other functional units, Regional Bureaux, and Country Offices on WFP's thematic, regional, and country-specific offerings, developing content and language that speak to audiences and align with ongoing policy dialogue in national and global fora. Support alignment of partner engagement across the organization.
- Study, research and analyze Japan's partnerships portfolio, including political interests, policy priorities, public opinions, trend analysis, partner profiling, and Japan's position on humanitarian/ development food assistance, to maximize resources and leverage policy and technical support from Japan for WFP's operational needs.
- Facilitate corporate dialogue with partners through the preparation of quality briefing materials including documenting donors' resourcing status of programmes, identifying trends and issues, and proposing solutions to problems.
- Highlight strategic opportunities and issues to TOK management and propose options for the best course of action to nurture trust and interest in the work of WFP.
- Foster partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners including relevant Ministries and agencies; present recommendations to TOK management and ensure follow-up.
- Attend/participate in meetings on WFP’s behalf as appropriate to advocate support for WFP activities.
- Coordinate with Japan line Ministry counterparts to maximize financial contributions from the Government of Japan. Provide tailor-made guidance, i.e., fund-raising, fund management, to concerned WFP offices.
- Support in organizing internal missions from Head Quarters/Regional Bureaux, advocacy events and political engagement where WFP can promote its advocacy. Support in organizing external missions such as WFP Parliamentary League of Japan and Government of Japan to appreciate WFP operations in the field.
- Strengthen complementary partnerships with Japan humanitarian and development actors such as Ministry of Agriculture, Forestry and Fisheries (MAFF), Japan International Cooperation Agency (JICA), NGOs and academia.
- Explore and establish diverse partnerships including innovative public-private partnerships with Japanese entities through possible matching of WFP's operational needs with Japanese technology, products and/or services.
- Draft briefing notes including WFP's operational update and compelling needs for TOK management for its regular and ad-hoc consultations with the Government of Japan, parliamentarians, and others.
OTHER SPECIFIC JOB REQUIREMENTS
- Coordinate with other units in TOK key advocacy/visibility events, including WFP's high-level missions to Japan, Government-hosted events and other public events, career seminars, and workshops for various audiences.
- Support in preparing/developing funding proposals, strategic agreements, joint-partnership strategies. Extend support to partnerships/contribution management, in line with corporate norms, processes and legal agreements. Ensure quality and compliance by consulting with other WFP divisions and external stakeholders.
- Administer Japan grants in WFP corporate system of WINGS and Sales Force, in compliance with the internal rules and regulations, and ensure that donor agreements are made on respective grants.
- Gather Japan intelligence including forecasting and assessing results. Use socio-economic and political insights to support WFP's effective positioning vis-a-vis the Government and institutions with the aim of influencing policy agenda. Develop a brief and prepare an update for TOK management as required/requested.
- Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men.
- Contribute to preparedness actions, providing technical recommendations and guidance. Monitor defined risks and make recommendations on how to manage these risks effectively. Consolidate and review draft TOK Government Team's performance plan and risk register.
- Perform any other duty as required.
STANDARD MINIMUM QUALIFICATIONS
Work Experience:
- Minimum five or more years of professional work experience in the areas of government partnerships, Japan public sector/entities, humanitarian assistance, Official Development Assistance (ODA), fund-raising, advocacy, partnership-building, and other related fields.
- In-depth knowledge of humanitarian and development assistance, analytical skills, comprehension of Japan ODA policies and political landscape, and information analysis skills, preferably at UN agencies or international NGOs.
Education
- Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Language(s)
- International Professional: Fluency (level C) in English and Japanese language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
TERMS AND CONDITIONS
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
