Protection Program Director
CARE Jordan works with governmental actors, civil society organizations and communities to enhance the resilience of vulnerable and disadvantaged populations including refugees and Jordanian host communities in both urban areas and Azraq Camp through a combination of community based approaches, gender transformative programming as well as a dedicated network of local actors. Guided by the CARE 2030 vision, and the CARE USA 2025 Strategy, the Protection Program Director (PD) is responsible for the overall CARE Jordan Protection Program strategy; technical design; quality assurance; and the delivery of empowerment programming for Jordan's most vulnerable groups. S/he will provide support, mentoring and capacity building of PP staff and ensure that activities are integrated with other CARE Jordan interventions wherever possible to ensure a more holistic approach to programming. The PD will provide support and oversee the functions of partners in areas of Protection Program mainly for women, girls, youth, and other community members. The role contributes to the revision of the CARE Jordan Country-level strategy through technical inputs on the direction of Protection Programs. The Director is expected to contribute to CARE Jordan's emergency preparedness and response, staff recruitment and management, program development, implementation, financial and programmatic monitoring and evaluation and ensure that programs meet global and CARE quality standards. The Director is also expected to mainstream CARE's values and ensure achievement of agreed results and compliance with internal/external regulations. To help discharge this duty, the PP Director provides day-today supervision to 5-10 ideally sub-sector focused – Program Managers/Team Leaders who support on these tasks. The Director serves as a member of CARE Jordan's Senior Management Team (SMT) and reports to the Country Director.
JOB RESPONSIBILITY 1: Program Management, Implementation & Design
– Ensure effective implementation of all Protection and Community Engagement programming while maximizing efficient deployment of financial and human resources.
– Ensure integration of activities across CARE Jordan sectors for more holistic approach to services including the development of participatory plans.
– Develop, rollout and oversee the program management functions, ensuring program managers follow minimum standards, global best practices and alignment with CARE quality markers, and donor rules and regulations.
– Responsible for timely program spending, financial and resource planning through support and oversight to Program Managers.
– Provides technical guidance on program directions, design and on introduction of new initiatives, ensuring capitalization of lessons learned and best practices.
– Ensure donors and government-relevant reporting is carried out and accomplished in accordance with agreed-upon standards and procedures and in a timely manner.
– Ensure that all activities of the PCE Programs are captured and covered by the Monitoring, Evaluation, Accountability, and Learning systems of CARE International in Jordan and wider CARE’s confederation structures.
– In coordination with the Regional Gender Advisor, CARE’s Jordan Gender Advisor, ensure that GED issues are mainstreamed and addressed in all aspects of programming and operations under the purview of the Director.
– Ensure mainstreaming of relevant cross-functional areas into all PCE initiatives, such as partnership, advocacy, and communications. – Together with the PQI team, lead program design, and contribute to proposal development and other resource mobilization activities.
– Develop, regularly review and update community engagement policies, strategies, procedures and tools to improve the efficiency and effectiveness of CARE’s community engagement, including development of internal coordination and synergies with CARE Jordan’s civic engagement related projects.
– Ensure relevant communities are consulted at the appropriate times and receive follow up information on the decision-making process and outcome.
– Together with Program Quality department, design and implement a variety of tools and research methods to ensure programs are evidence based and effectively respond to the needs of target communities through proactive community engagement.
JOB RESPONSIBILITY 2: Staff Management, Learning & Development
– Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
– Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented periodical performance reviews.
– Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
– Adhere to and act in accordance with the CARE HR Policies and Procedures and communicates through word and example a high standard of compliance with all applicable policies and regulations.
– Promote and monitor staff care and well-being. Support appropriate interventions in response to identified staff care needs.
JOB RESPONSIBILITY 3: Technical Quality, Program Development & Strategy
– Lead the PCE programming strategy including annual work plans, partnership strategies, team structure, geographic concentrations, implementation modalities, sector concentrations, and process and quality improvements.
– Lead the design of targeting, selection approaches, and distributions to ensure processes are fair, accountable, and transparent for program participants and different stakeholders.
– Ensure that key protection principles and key gender, age and disability principles are mainstreamed into the program design. – Develop and enhance PCE tools (e.g. guidelines, Standard Operating Procedures, monitoring formats, assessments) and innovations, based on CARE’s global standards and direction.
– Actively lead in developing and implementing assessments for PCE programming to identify opportunities to develop, expand, and improve the programmatic aspects.
– Actively pursue new business development opportunities on PCE and gender transformative approached, locally, regionally, and globally.
– Develop and regularly test CARE theories of change and impact statements.
JOB RESPONSIBILITY 4: Representation, Coordination and Partnerships
– Build new and strengthen existing partnerships with the stakeholders, including I/NGOs, women-led organizations, and knowledge institutions.
– Engage with and represent CARE in the relevant local and regional fora and coordination working groups.
– Ensure ongoing relations with all Government Ministries, Departments, and offices through regular visits, and keeping them informed of CARE’s programs activities and interventions.
– Disseminate results and learnings from CARE’s PCE program amongst donors, Government of Jordan, and peer stakeholders.
– Pro-actively, liaise with other agencies to identify needs and gaps in implementation areas and prevent overlap and duplication of services, share learning and challenges, and ensure harmonization on core project details when required.
– Represent PCE Programs in donor and field visits as required.
JOB RESPONSIBILITY 5:

Qualifications:
Required:
– Bachelors degree in peace/conflict studies, international relations, development studies, economics, social science, business administration, or public administration. Masters degree preferred, or combination of relevant education and experience relevant to the job.
– In depth knowledge of humanitarian programs and approaches
– Proven success and a track record in integrating and harmonizing several projects within a program.
– Project and or Program Management Certifications are highly desirable.
Desired:
Diverse Managerial Know-How : Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution.
Experience/Technical Skills:
– Minimum of 10 years humanitarian aid and/or development experience in complex and natural disasters. – High level of all aspects of managerial experience, including managing multi-million dollar projects and budgets. –
Experience in complex decision making and leading multi-disciplinary, multi-national team under difficult circumstances. * Skills Required – The highest level of expertise in representation and negotiation with governments and donors, and proven track record working collaboratively with civil society, communities, and local NGO partners.
– Project management skills, including design, implementation, budget and reporting, and related tools and software
– Competent in liaising, networking and advocacy techniques.
– Competent in donor grants management and monitoring of large programs and/or multiple projects/initiatives in a humanitarian context.
Desired:
– Experience working within the complex humanitarian response situation in Middle East, and knowledge of the Arabic Language.
