JOB PURPOSE

To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

ORGANIZATIONAL CONTEXT

The Monitoring Assistant will directly report to the National Monitoring and Evaluation (M&E) Officer receiving guidance and regular feedback from the Head of Research, Assessment and Monitoring (RAM) and Programme Policy Officer/ Head of sub-office. The incumbent is expected to produce organised and accurate technical work and reports. The incumbent will provide guidance on standard practices to other staff and counterparts in their area of work

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Monitoring Assistant will be responsible for the following duties:

1. Verify the planned movements and distribution of cash-based transfer, food or non-food items, reporting issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.

2. Maintain information records and monitoring plan documentation, such as records of commodity movements, programme checklists, as well as monthly monitoring plans (planned vs actual visits), in order to assist in the effective delivery and distribution of cash-based transfer, food items or non-food items.

3. Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making.

4. Liaise with partners (CP, government) and internal counterparts (supply chain, programme) to gather feedback and comments to support programme reviews and improve services.

5. Receive and collate comments and feedback from partners, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.

6. Provide guidance to partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.

7. Conduct surveys, focus group discussions and in-depth interviews at the community level as well as with government partners including training facilitation, data collection supervision, and note-taking.

8. Prepare field mission reports to document programme implementation and M&Ebulletins.

9. Follow set emergency response processes and procedures for emergency foodassistance.

10. Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS:

• Monitoring: Conduct timely monitoring of activities and prepare accurate and evidence-based reports on WFP's operations and performance, while following up the actions to be taken based on monitoring findings and/or beneficiaries' feedbacks; and

• Partnership: Build effective and collaborative relations with local authorities, UN agencies and potential/existing partners of WFP in the area of coverage

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Completion of four (4)-year course is an asset.
Language: Fluency in English and Filipino, both oral and written communication

Experience: At least four years of progressively responsible experience analysing programme output and outcome data.

Desired Experiences for Entry into the Role:

• General knowledge of WFP monitoring and evaluation systems and standards.

• Has one year or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

• Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).

• Has contributed to implementation of programmes • Has observed or assisted with policy discussions.

• Has general knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background; strong written and oral communication skills, including substantive analysis and report writing skills; Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Knowledge and Skills:

• Proficient in MS Office package, particularly in Microsoft Excel and PowerPoint.

• Excellent written and verbal communications skills.

• High attention to detail and proofreading ability.

• Good research and analytical skills.

• Ability to meet deadlines and work under pressure as part of a team.

• Ability to work independently while asking questions and seeking support in a fast-paced work environment.
