Despite the economic growth of the last decade, the level of food insecurity has been stagnant over the past five years in Armenia. Although the situation is improving for a large share of the population, those worst off are being left behind, demonstrating significant disparities and uneven territorial development in Armenia.

In response to these challenges, WFP Armenia Country Strategic Plan (CSP) 2019 – 2025, building on past and current experience gathered in the implementation of its flagship activity since 2010 namely, the school feeding programme, foresees significant strategic investment in the establishment of a comprehensive and strategic response to food insecurity, malnutrition, and poverty.

In light of implementation of the above-mentioned range of activities, and in addition to this the rapidly evolving and ongoing current situation with the COVID-19 pandemic, as well as considering the growing workload in HR unit, WFP Armenia is in need of HR Officer. We are therefore seeking a candidate to support the delivery of a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities. How can you make a difference?

In this position, you will have to:

  1. Support HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies.
  2. Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
  3. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.
  4. Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
  5. Support and deliver onboarding activities to ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization.
  6. Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.
  7. Support for organizational design activities that enable senior management to define and organize structures and jobs, and allocate people to the right places in order to improve efficiency.
  8. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  9. Conduct straight forward data analysis under close guidance of a senior HR Officer, in order to support others on projects or contribute to process efficiencies and improvements. Lead the successful implementation of HCM Workday project.
  10. Guide and coach more junior staff, promote to the capacity building.
  11. Perform other related duties if required.

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience: At least two (2) years of postgraduate professional experience in Human Resources with an interest in international humanitarian development. Experience in responding to standard, ad-hoc HR enquiries; coaching or training to new staff members within area of expertise; experience providing administrative and systems support across multiple activities in employment life cycle including: recruitment, interviews, training support, performance management, relocation support and policy implementation.

Knowledge & Skills:

• Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background;

• Ability to support more junior and/or less experienced members of the team;

• Basic analytical ability to compile, maintain and analyse data, prepare reports and draw initial conclusions in support of work carried out by another officer; skills indeveloping sources for data collection;

• Good communication skills required to give and receive information and work with a variety of individuals;

• Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems;

• Strong analytical, written and oral communication skills, excellent interpersonal skills and ability to work in a team; ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines.

• Proven theoretical and practical knowledge and understanding of national rules, regulations and policies in the area of human resources.

• General knowledge of UN system policies, rules, regulations and procedures is desirable.

Languages: Fluency (level C) in English and Armenian languages. Working knowledge (level B) of Russian language is desired.
