WASH and NFI Project Officer, Partnership Unit

Job Purpose

The Project Officer leads the implementation of WASH and Non-Food Item (NFI) activities. He/she contributes to effective and timely completion of WASH and NFI distribution activities, delivery of quality outputs, and achievement of outcomes with maximum impact for beneficiaries. He/she reports directly to the Project Coordinator and works closely with Implementing Partnersز

Objectives:

To implement program activities, especially WASH and NFI distribution sector in a timely and professional manner, according to objectives, goals, and indicators and in line with donor requirements, and based on beneficiary needs.

Duties and Responsibilities:

1. Project initiation and Implementation Follow-up

a) Support in providing technical inputs to finalize needs assessment and proposals for PU activities.

b) Prepare and follow on the work plan and time schedules for implementing the WASH, NFI distribution, and other related activities.

c) Prepare the KOBO tools needed for the program team activities with the support of the project senior officer.

d) Ensure the finalization of an accurate database for each activity that the officer is managing, with the support of the project senior officer.

e) Coordinate and implement day-to-day WASH, NFI distribution, and other related activities with IPs in the field ensuring that technical quality and standards are considered the project and respected during (s) implementation.

f) Participate in project coordination meetings with the PU team and IPs.

g) To provide the information needed to support the review of budget utilization and physical target achievements upon request from the Projects Coordinator.

h) Ensure WASH, NFI distribution and other related activities are on time, target, and budget, using effective M&E systems to reach desired impacts.

i) Assist the Project Manager/Coordinator to troubleshoot any unforeseen challenges during the project implementation.

2. Administration and Operational Management of WASH, NFI distribution and other related activities Implementation

2.1. Finance

a) Ensuring to fill the trackers and follow-up tools that support the Projects Coordinator in forecasting monthly cash requirements.

2.2. Logistics

a) Contribute to the development of Procurement plans by providing a review to the BoQs and OFs and follow with the IPs on sharing order form in a timely manner with the logistics team in case there is a need.

b) Provide technical guidance and support for the review of other activities BoQs, RFQ, contracts and other procurement documents like CFW activities.

c) Ensure proper management and use of the project assets and stocks through follow-up with IP.

2.3. Administration/HR

a) Contribute to a positive working environment and good team dynamics among program staff.

b) Contribute to the capacity building among staff in the program team and IP programme team.

2.4. Transparency

a) Keep a record of all IP activity documents, particularly beneficiary lists, completion certificates, attendance sheets, etc and save it on ACTED server.

b) Making a regular review of the project's folders and files to ensure the IPs are providing all the documents needed with ACTED standards during the project and make a final check at the end of the project.

2.5. Security

a) Keep updated about the security situation related to the area that IP work in and to report back the security incidences to the Project Coordinator.

3. Implementing Partners

a) Cultivate good relations with IPs, through regular attendance at weekly and bilateral meetings.

b) When asked to work on improving IPs staff capacity building and independence through developing training material and doing training for them.

c) Be alert to opportunities arising for learnings and improvements that may enhance programme quality and responsiveness.

4. Quality Control

a) Collaborate with the Appraisal, Monitoring, and Evaluation Unit (AMEU) to assess needs, monitor activities, and evaluate programme progress.

b) Work with the AME department to ensure refined WASH activity monitoring and follow-up tools.

c) Assess the WASH and NFI distribution activities undertaken and ensure efficient use of resources.

d) Undertake regular calls to provide technical guidance and supervision as well as regularly monitor the progress of program activities with the IPs.

e) Assist with monitoring the WASH and NFI distribution activities implemented by IPs in the field.

f) Document lessons learned and best practices and share them with the Project Manager/Coordinator so they can be reflected in project planning and decision making.

5. Reporting

a) Provide regular and timely updates on progress and challenges to the Project Manager/Coordinator and other team members.

b) Support the Project Manager/Coordinator in the preparation of progress and final reports, ensuring the quality and accuracy of technical information for WASH, NFI distribution and other related activities.

6. Other

a) Assist project teams with other activities, as requested by the immediate supervisor.

b) Perform any other related activities as assigned by the immediate supervisor.

  • % Of Program milestones completed on time as per the original plan
  • Program activities completed on time without the need for an NCE
  • % Of contractual Program performance indicators achieved
  • Records and documents (beneficiary lists, donation certificates, attendance sheets, payment sheets) available for all program activities
  • Positive monitoring and evaluation reports for Program activities

Skills

  • Degree in Civil/Environmental/Water/ Architectural/Mechanical Engineering or any other related field
  • Minimum 3 years of relevant professional experience
  • Fluent in Arabic (Reading and Writing)
  • Working Knowledge of English (can read and speak enough to accomplish tasks)
  • Ability to travel/work in Amman City
  • Past job experience in NGO
  • Having experience in developing and using KOBO tools and analyzing databases
  • Experience working on the implementation of WASH, an infrastructure-related project with cross-border NGOs.
  • Experience in activity reporting.
  • Experience in working with partners.
  • Proficiency with MS office software (Outlook, Word, Excel, PowerPoint etc.);
