Programme Finance Associate – Amman
Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. As the Syrian conflict continues and its impact on neighboring countries and host communities deepens, there is an increasing recognition among all partners that the development and humanitarian challenges arising from the crisis must be met with accelerated action and enhanced capacity. In this respect, UN Women is contributing to the United Nations processes to support the Government of Jordan's efforts and the UN humanitarian response to the Syrian refugee crisis and its impact on Jordanian host communities.
The UN Women Jordan Country Office implements its Oasis Model to promote resilience and empowerment for women and girls in multi-sectoral service centers (economic empowerment, gender based violence response and education) through a unique approach that is holistic, sustainable and promotes UN coordination, strategic partnerships, national ownership and the localization agenda. The Oasis model is operated through four centres in Azraq and Za’atari refugee camp and eighteen centres in host communities (11 governorates – Amman, Zarqa, Karak, Tafileh, Ma’an, Jerash, Ajloun, Salt, Madaba, Irbid, and Aqaba) rolled out in full partnership and ownership with the Ministry of Social Development. The Oasis model is fully aligned with the Ministry of Social Development (MOSD) Social Protection Strategy and included in the MOSD governance priorities document enrolling National Aid Fund (NAF) recipients in a programme that will then give them key self-reliance skills and lead to a graduation from NAF support to sustainable employment. The Oasis Model is also aligned to the National Women’s Economic Empowerment Mashreq Plan, the National Strategy for Women in Jordan (2020-2025), the government Gender Mainstreaming Policy and it is included as a stand-alone project on women’s empowerment and decision-making in the Jordan Response Plan (JRP) 2020-2022 by the Government of Jordan for the first time.
Reporting to the Gender and Humanitarian Specialist and under the overall guidance of the Finance Associate and Operations Manager, the Programme Finance Associate provides support to the humanitarian and resilience team in the development and implementation of effective programs consistent with UN Women rules and regulations. S/he contributes to research, financial management and program implementation, including providing necessary operational, administrative and programmatic support. The Programme Finance Associate promotes a client-oriented approach consistent with UN Women rules and regulations, standard practices and guidelines. S/he collaborates closely with the Programme and Operations Teams in the Jordan CO to solve programmatic finance-related issues and information delivery.
Duties And Responsibilities
- Provide financial support to the management of Humanitarian and Resilience Portfolio in full compliance with UN Women rules, regulations, policies, and recording and reporting systems
- Perform duties in full compliance with UN Women financial regulations and rules, policies and standard operating procedures, including internal controls;
- Review and verify financial transactions, activities, and documentation; take corrective action as needed and report any unusual activities;
- Monitor financial exceptions reports for unusual activities or transactions, investigate anomalies and report to the supervisor conclusions and/or present recommendations for actions/decisions;
- Prepare information for the audit of programme and follow up the implementation of audit recommendations

- Draft reports on financial status, procedures, costs and expenditures;
- Collect, verify and present information and data for use in the planning of financial resources and the formulation of the Humanitarian and Resilience work plans, budgets, proposals on implementation arrangements and execution modalities.

- Provide advice and recommend solutions to a wide range of financial issues;
- Monitor the proper functioning of the financial resources management system for office and programmatic budgets and resources;
- Implement cost saving and reduction strategies
- Prepare and administer HUMANITARIAN AND RESLIENCE PORTFOLIO budgets in full compliance with UN Women rules, regulations, policies, and recording and reporting systems
- Formulate the budget, control allotments, monitor expenditures, and prepare revisions according to the needs of Humanitarian and Resilience Portfolio;
- Track the appropriate and timely use of financial resources; implement and maintain control mechanisms through monitoring budget preparation and modifications and budgetary status;
- Process the Oasis programme Incentive-Based Volunteers’ (IBVs) payments on a monthly basis
- Prepare cost recovery documents or bills for the services provided by UN Women to other programmes or organizations;
- Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds;
- Implement and maintain control mechanism for Humanitarian and Resilience Portfolio through monitoring budgets preparation and modifications and budgetary status;
- Maintain internal expenditure control system for Humanitarian and Resilience Portfolio;
- Monitor the setup of budgets Quantum to ensure they are in accordance with budgets agreed with donors and are input into Quantum at the detailed Activity ID level;
- Collect, verify and present information and data for use in the planning of financial resources and the formulation of the programme work plans, budgets, proposals on implementation arrangements and execution modalities;
- Provide assistance in Annual Work Plan entry in Results Management System (RMS) as required;
- Undertake corrective actions on un-posted vouchers, including vouchers with budget check errors, match exceptions and unapproved vouchers. Respond to RO /HQ requests to resolve financial data issues;
- Input data in Quantum and monitor status. Keep stakeholders and clients informed for timely action and/or decisions.
- Provide financial and administrative support to the management of HUMANITARIAN AND RESLIENCE PORTFOLIO in full compliance with UN Women rules, regulations, policies, and recording and reporting systems
- Review accounts receivables for HUMANITARIAN AND RESLIENCE PORTFOLIO and follow-up with project managers and finance section at the regional office and/or headquarters on contributions, deposits creation in ATLAS/Quantum and their application to AR pending items;
- Create invoices/ vouchers for HUMANITARIAN AND RESILIENCE PORTFOLIO;
- Monitor each month’s over-expenditure of budgets and follow up with Budget Owner;
- Prepare PO and non-PO vouchers for development projects;
- Record and post transactions in Quantum, process payroll, travel claims, MPOs, and other entitlements;
- Monitor the setup of budgets in Quantum to ensure they are in accordance with budgets agreed with donors and are input into Quantum at the detailed Activity ID level;
- Regularly monitor transactions posted to the humanitarian and resilience portfolio, ensuring actual expenditure has been recorded against the correct budget category and activity, and take timely corrective actions as required;
- Monitor proper follow-up of advances to implementing partners, and review their financial reports together with the Project Manager;
- Monitor the financial status and, under the guidance of the Gender and Humanitarian Specialist, implement control mechanisms for management/development projects;
- Monitor and properly follow up on all the financial items in Month-end and Year-end closure instructions status related to HUMANITARIAN AND RESILIENCE PORTFOLIO and, under the guidance of the Gender and Humanitarian Specialist, take corrective actions as required;
- Keep stakeholders and clients informed for timely actions/decisions and review status reports for quality control;
- Provide information inputs to financial reports for Regional Office, HQ Finance and stakeholders
- Associate revenue and expenditure in commitment control for non-core projects.
- Provide inputs and take necessary actions to facilitate timely financial project closure;
- Support financial donor reporting by providing timely information and taking necessary actions as required by UN Women Virtual Global Service Centre for financial donor reporting;
- Provide administrative support to Resource Mobilization
- Compile and process information from donors and humanitarian and resilience portfolio team as inputs to various databases and documents;
- Prepare drafts for cost-sharing agreements, including conditions of contributions within resource mobilization efforts, adhering to standard agreements where possible. Follow up on contributions within the CO resource mobilization efforts.
- Facilitate knowledge-building and knowledge sharing
- Conduct training and/or help organize training events and activities; as well as participate in training;
- Collect and compile lessons learned and best practices in financial management and services;
- Disseminate to clients and stakeholders as appropriate to build capacity and knowledge;

Required Skills And Experience
Education and Certification:
- Bachelor's degree in Finance or Accounting.
- Specialized national or international certification in accounting and finance is an asset.
Experience
- At least 4 years of progressively responsible experience in finance, including at least 1 year of dedicated experience in budget management.
- Experience in using computers and office software packages (MS Word, Excel, etc) and spreadsheet and database packages, experience in handling web-based management systems.
- Experience in the use of ATLAS/ Quantum is an asset.
Language Requirements
- Fluency in English and Arabic is required
