ORGANIZATIONAL CONTEXT
The job holders typically report to a Programme Policy Officer (VAM).At this level, job holder is responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holder should demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holder set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
To contribute to the VAM evidence base that supports CBT, food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, market assessments, targeting, cost effectiveness, and operational efficiency).
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency in English, mother tongue Portuguese.
Experience: At least 7 years of experience in data analysis, market evaluations, price monitoring, food security and vulnerability analysis , accountability and statistics.
Knowledge & Skills:
- Markets assessments, Market functionality index, Essential Needs Analysis
- Data Analysis using SPSS or STATA
- Food Security Assessments
- Data collection tools, ODK/ONA/MODA
- Reporting in English
RESPONSIBILITIES:
1. Lead data analysis and reporting activities in support of food security and nutrition monitoring, economic outlooks and emergency response activities;
2. Support the Cash Based Transfers (CBT) team in conducting Essential Needs and Gap Analysis;
3. Train staff at the Country Office (CO) and in field offices on markets assessments, price monitoring and essential need analysis;
4. Lead targeting and prioritization activities at the country office and in field offices, informing program colleagues on appropriate targeting and prioritization approaches and coordinating all activities required for their implementation;
5. Lead price monitoring and market assessments;
6. Collaborate with colleagues in the VAM and M&E teams to ensure information products created in these teams are easily accessible for management at the country office, field offices and programme colleagues
DELIVERABLES:
1. The price monitoring strategy is finalized and piloted;
2. Market functionality index is available for priority areas for the CBT unit.
3. Cash Based Transfers (CBT) focal point at the Country Office (CO) in Maputo and in Field Offices are trained on price monitoring;
4. VAM focal point at the Country Office (CO) in Maputo and in Field Offices are trained on essential need analysis and targeting activities;
5. Organize and create a database for prices, markets information and standardize reporting;
6. Minimum Expenditure Basket (MEBs) are updated for all provinces in Mozambique;
7. Markets data is standardize and stored in a proper database;
8. The Vulnerability Based Targeting (VBT) exercise in Cabo Delgado is finalized and VAM staff at the CO in Maputo and at the Area Office (AO) in Pemba are training on data analysis;
9. Request for support on targeting for WFP interventions and projects proposals are properly addressed. This section is optional to describe additional responsibilities & knowledge required for the specific job.
