ORGANIZATIONAL CONTEXT

At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In July 2022, the World Food Programme (WFP) started a new cycle of Country Strategic Plan (CSP) in Mozambique. This second-generation CSP consolidates WFP’s role as a technical advisor and positions WFP as an expert technical partner of choice in supporting national priorities and programmes in pursuit of the 2030 Agenda.

Climate risk has a central role in Mozambique seen the high level of exposure and vulnerability of the country, and this component is crucial in this new programming cycle of WFP. To this end, WFP is strengthening the integration of innovative disaster risk financing mechanisms like forecast-based financing and macro insurance schemes in its programming as well as supporting capacity strengthening of government institutions to anticipate disasters by supporting the adoption of anticipatory actions (AA) based on a Forecast-based Financing (FbF) mechanism and supporting the Government in the integration of this methodology into the national policies and strategies.
FbF is an innovative approach that enables the implementation of anticipatory actions to prevent and mitigate the impact of extreme weather events on the food security and nutrition of the most vulnerable populations. By releasing funds early based on early warning information and impact projections linked to contingency plans and other anticipatory actions, FbF can reduce subsequent humanitarian assistance needs after a disaster has occurred.

In Mozambique, WFP has worked on drought FbF since 2019, and is now looking to expand to also develop anticipatory actions for sudden-onset disasters, such as floods and cyclones. This work will be fully developed in partnership with the various government institutions and other actors. In the current context, to ensure support is provided timely and efficiently to the government partners, as well as to comply to WFP FbF requirements, WFP is recruiting a Senior Programme Associate to develop its multi-hazard FbF portfolio.

ACCOUNTABILITIES/RESPONSIBILITIES:

WFP is seeking a Senior Programme Associate with experience in the technical areas of Forecast-based Financing (FbF), early warning systems, anticipatory actions and disaster preparedness and response. Under the supervision of WFP Disaster Risk Financing/Disaster Risk Management Activity Manager, the Senior Programme Associate will be responsible for:
• Support WFP in leading the establishment and operationalization of the anticipatory actions for sudden onset disasters, including research and policy analyses, and operational issues to support in the development of policies, programmes and activities in relation to Forecast-based Financing ( FbF).
• Support the identification, development and management of potential partnerships towards the institutionalization of the Forecast-based Financing (FbF) approach in the Mozambican government.
• Work closely with all the main Government stakeholders involved in this work (INGD-CENOE, DPM and DARIDAS, INAM, DNGRH, MADER, INAS, etc.).
• Support the systematization of national policies and other guiding instruments related to multi-hazard AA and early response.
• Oversee the components of generating Impact-based Forecasts and triggers for sudden-onset hazard with national stakeholders and WFP internal units.
• Facilitate the design and signature of agreement with above mentioned government stakeholders.
• Ensure that the work plans are operationalized and adhered to, as related budgets are appropriately spent.
• Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
• Ensure flow of information from central level to local levels, and vice versa.
• Support capacity building of partners and government at central and decentralized levels.
• Support awareness raising around Forecast-based Financing (FbF) and AA to relevant fora, like the Food Security Cluster, etc.
• Support logistics and administrative processes pertaining to workshops, missions, and other events that are part of the projects work plan.
• Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Higher-level education qualifications in the areas of meteorology, hydrology disaster risk management and preparedness, agriculture, climatology, climate sciences or other relevant areas

Experience: 4 years of professional experience with additional 3 years specified working experience in anticipatory action, contingency planning, forecast based finance and other disaster risk financing instruments, disaster risk management, disaster risk preparedness, early warning systems and/or in areas linked to meteorology (weather forecast and monitoring)

Knowledge & Skills:

• Meteorology, weather monitoring and forecasting
• Disaster risk management or preparedness, including disaster risk financing
• Forecast-based financing and anticipatory actions
• Experience working with and providing direct technical assistance to Mozambican national institutions
• Experience in the establishment of partnerships with public and private sector actors and understanding of policy issues
• Proven experience in working and managing projects funded by humanitarian donors (e.g. ECHO, FCDO, USAID, etc.)
• Proven ability to work with minimal supervision
• Excellent writing and reporting skills (project documents, reporting, briefings, etc.)
• Experience working in a team environment, involving people of different nationalities and/or cultures.
• Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools, programmes and transfer modalities.
• Proved experience in managing agreements and cooperation with various partners and stakeholders.
• Ability to explain projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing.
• Ability to translate understanding of programme principles into relevant, effective, and context specific approaches.

Languages: Fluency in both oral and written in Portuguese and English languages.

Duty Station: Maputo

This position is applicable only to Mozambican Nationals.
