Project Background:
USAID Public Financial Management and Administration (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.
To these ends, PFMA works closely with the relevant Government of Jordan entities, USAID and other donor programs to identify opportunities to improve revenues and enhance the budgeting process through building the capacity of the Ministry of Finance and other government institutions and provide on-hand support upgrading of different internal and external systems.
Objective:
PFMA is seeking to engage the services of a Short-Term Consultant / Public Trust Specialist to assist in the Government Management Information System (GFMIS) rollout to newly incorporated entities in the central government (29 Government Units):
The consultant will work closely with the PFMA concerned team to establish a comprehensive reporting mechanism in GFMIS as most of the newly incorporated entities (29 Government Units) are not performing their daily activities on GFMIS.
As the main challenge lays in the recognition of Trust Accounts opening balances to be carried on GFMIS, the Public Trust Specialist will assist MOF in identifying, reconciling, and applying Trust balances for each of the 29 Units.
Key Duties and Responsibilities:
The consultant will perform the following tasks:
- Audit trial balances for 29 Government Units.
- Audit all the types of trusts balances and match total amounts with individual trust amounts.
- Reconcile Trusts balances and pending account balances with bank accounts and reach Trusts opening balances.
- Produce Trial balance, Trust summary (total & individual), and bank reconciliation statement with attachments.

REPORTING:
The Consultant will report to the PFMA ROB Lead.
Qualifications:
- Academic degree in corresponding field.
- Minimum of 20 years of experience working in similar tasks with high level clients or donor agencies.
- Excellent interpersonal skills with ability to build strong recommendation cases for the short list candidates
- High analytical skills with ability to think tactically and strategically and provide clear recommendations
