JOB PURPOSE

WFP is supporting the Environment, Climate Change and Coastal Development (ECC&CDD) by hiring a Programme Policy Officer for developing a robust and do-able implementation framework based on the approved policy of climate change and provide technical inputs for developing and implementing the action plan of climate change policy. Programme Policy Officer will be identifying the entry points for WFP and other UN agencies into action plan.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Developing the Implementation plan of climate Change Policy:
2. WFP conducted the workshop on Sindh climate change policy in February 2022, the consultant reviews the workshop’s report and considered the outcome of discussion points for development of climate change implementation plan of climate change policy.
3. Climate change consultant do the gap analysis before developing the implementation plan by coordinating through workshops/ individuals’ meetings with all the stakeholders of relevant government department, social and developments sectors and UN agencies.
4. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained for developing the implementation plan framework.
5. Research and analyses policies and operational issues to support the developing of implementation plan of climate change and the development of programmes, and activities.
6. Develop the Logical Framework for action plan, Prepare targets, timeframe, baseline, establishment of indicators, benchmarks and workplan. Prepare the strategic pillars of the action plan and identify relevant intervention which will help to minimize the climate change impacts in Sindh.
7. Drafting the letter, presentations and other related documents require for developing the implementation framework of climate change policy.
8. Draft the initial action plan & implementation framework of CC policy for Directorate of Climate Change.
9. Ensure better coordination between the sectors, networks and stakeholders:
10. The consultant will assist the ECC&CDD to enhance coordination among Government 13-line department, development partners (UN Agencies, I/NGOs) and prevent duplication of efforts, resources and advocacy of climate change policy and for developing of implementation plan of climate change policy.
11. Consultation meeting with stakeholders including government 13-line department, I/NGOs (working on Climate change) UN agencies (FAO, UNICEF & UNDP) and other stakeholders for getting the inputs for developing the comprehensive action plan.
12. Mapping of all the stakeholder working on climate change and engage them in development of implementation and preparation of action plan of Climate change policy.

OTHER SPECIFIC JOB REQUIREMENTS

13. Arrange workshops for climate change policy advocacy, consultations for developing climate change implementation & action plan & to discuss the gaps analysis of ECC&CDD for implementation of policy.
14. Coordinate with the UN agencies & development partners for development of climate change interventions.
15. Information Management, reporting:
16. The Consultant is designated to keep an updated information on the mapping of humanitarian & development partners working on climate change specific projects, reporting the progress on the intervention and activities, contact details of stakeholders and information sharing in form of newsletter and other document with all stakeholders.
17. Monthly progress reports will be share with WFP along with the DG climate Change.
18. Provide a narrative for identified WFP and UN agencies entry points in the policy and interventions which could also guide on potential funding proposals
19. Financial Tracking:
20. A key component of the Consultant is to track and map the finance availability for climate change interventions within the Development & Public Sector.
21. The availability of information may be utilized for resource mobilization through advocacy with donor agencies and other stakeholders for their contribution within private sector and support to public sector.
22. Support CO Strategic Objective (SO) team in planning and technical writing of concept notes, project proposals and technical briefs for senior management on integrated climate change, livelihoods and resilience building activities
23. Explore provincial FBF/anticipatory action opportunities, Sindh, KP, Punjab and AJK. Develop an integrated FBF proposal to address identified gaps and to build on other partner’s efforts and experienceSupport establishment and maintenance of operational and strategic partnerships with UN agencies (e.g. FAO, UNDP etc), Cooperating Partners, national and provincial government departments (MOCC, NDRMF etc)
24. Deliverables/ Output of Consultant:
25. Inception: Inception report with workplan, budget and timeline of all the activities required for developing the updated implementation plan of climate change policy.
26. Stakeholder mapping: Mapping & listing the stakeholders who are working on climate change and engage them in development of implementation plan of Climate change policy.
27. Correspondence: Drafting technical letters for invitations for meeting/ workshops and for other related correspondence with stakeholders
28. Documents for workshops/meetings/consultations: Technical concept note, budget & technical presentations for each workshop followed by workshop report.
29. Meetings/workshops/consultations: Number of agreed upon meetings conducted: Timely conduct number of pre agreed meetings with stakeholders
30. Note for Record/Minutes/reports: to be submitted after each meeting/workshop/consultation and shared with DoCC and WFP.
31. Draft CC implementation plan: Submit draft CC policy implementation framework/ action plan for DOCC and WFP review and inputs.
32. Final CC implementation plan: Incorporate DOCC and CC policy implementation framework/ action plan.
33. Technical guiding Note: Develop a technical guiding document for entry points for WFP and other UN agencies and guidelines and recommendation on “how to” implement Climate change policy action plan.
34. Any other task as assigned.

STANDARD MINIMUM QUALIFICATIONS

Advanced University degree in Environmental studies, Environmental sciences, Environment engineering, Public Policy or Social Sciences, or First University Degree with additional two years of related work experience at professional / managerial level.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Minimum four years of professional/managerial level experience is required in project implementation and management in the area of climate change, environmental and social development at the UN or other development organizations.

  • Experience in developing content and knowledge products on climate change related issues, specifically on Paris Agreement, NDCs, and other UNFCCC processes, required
  • Demonstrated ability to work on a project proposal from conception to formatting findings into a report, as well as other information products.
  • Experience with Working with Government and policy preparation and implementation plan is a plus.

Knowledge & Skills:

  • Strong climate change, capacity building, and/or development project design and implementation skills is required
  • Ability for problem-solving, multitasking, and meeting deadlines is highly desired
  • Researches best practices and poses new, more effective ways of doing things
  • Strong sense of aesthetics and design would be an assets.

Language:

Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

The job is based in Karachi.

The Directorate of Climate Change – Environment, climate change and coastal development (ECC&CDD), Government of Sindh developed the draft provincial policy of climate change which is presented to Cabinet for approval.

The objective of the Policy is to define a framework for sustainable socio-economic development in Sindh province that integrates the challenges of climate change in all sectors to improve the well-being of the affected populations. The policy provides a comprehensive provincial framework, guiding principal & strategic objectives inline with National policy of climate change for provincial efforts on adaptation & mitigation of climate change in relevant sectors like agriculture, water resources, forestry, wildlife etc. and will help in achieving targets pertaining to Climate Change adaptation and resilience building.

WFP is supporting the Department of environment, climate change and coastal development (ECC&CCD) by hiring a consultant to provide technical inputs for developing and implementing the action plan of climate change policy. Programme Policy Officer will identifying the entry points for WFP into action plan.

Programme Policy Officer will be sitting in ECC&CDD office, Karachi and directly report to the Director General Environment, Climate change and coastal development as well as Head of provincial office, Karachi – UNWFP and will work in close coordination with Provincial Office – Programme Policy Officer Livelihood & Resilience and Programme policy officer livelihood at UNWFP – Country Office, Islamabad.
