JOB SUMMARY:

The Program Information Management Officer (Program IM officer) will be the main focal point for collecting, coordinating and follow-up with field data collectors and training of all relevant staff. S/he will also support, under the strategic plans of the MEAL department, the development of data collection systems and dashboards as well as providing data analysis and supporting program teams with reporting efforts.

MAIN TASKS AND RESPONSIBILITIES

  • Coordinate routine program data collection (daily, weekly, bi-weekly, etc.) with program data focal points (officers, data collectors, assistants, etc.) to ensure smooth and timely program data submission from all data collections systems (DHIS, Ona, etc.).
  • Lead the reporting of all numerical program achievements and tracking of any internal, donors, clusters and other stakeholder related indicators.
  • Support the program teams analyzing, interpreting, and identifying trends using dashboards and other means of analysis to support decision making.
  • Provide the needed support to program managers and relevant managed staff with dashboard developments, utilization, and adjustments in collaboration with Sr. MEAL IM.
  • Ensure the overall program data quality through routine checks and setting adequate mitigation measures in collaboration with MEAL and program teams.
  • Support the development of data collection and management SOPs in collaboration of Sr. MEAL IM officer, MEAL Coordinator, and program teams.
  • Support the development/updating efforts of the required data collection systems as per the MEAL department instructions.
  • Support the MEAL and program teams in identifying and troubleshooting data collection issues and support implementing the solutions/recommendations.
  • Provide the required capacity building for data collection staff, managers, partners, and other relevant staff on the tools and system as required in consultation with MEAL and program departments.
  • Ensure all systems have proper backup solutions (cloud based) that are accessible anytime by the relevant staff.
  • Ensure security of the data collection systems from unauthorized use or manipulation. And ensures organizational shared filing systems are up to date and compliant with proper documentation processes
  • Supports the centralization and geographic mapping of programs and perform the required analysis to inform high-level decisions and strategy.
  • Supports and contributes to grant reporting and program development in coordination with Grants and Programs teams.

MINIMUM QUALIFICATIONS:

  • Typically, Bachelor’s degree in information technology, computer engineering, computer science or similar. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically 1+ years of relevant and progressive experience in developing and managing information systems
  • At least 2 years of experience in NGOs work in fluid contexts.
  • Proven skills in analyzing statistical information.
  • Advanced Excel skills required (e.g., pivot tables, functions, etc.).
  • Experienced with XLSforms development
  • Experienced with PowerBi, STATA, Mystat, etc.
  • Full proficiency in spoken and written English and Arabic.
  • Ability to work under pressure and in a dynamic environment
  • Good attention to detail
