MEAL Manager – IRBID
Action Against Hunger(ACF) is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for MEAL Manager
Work place: Irbid, Jordan with 30% travel to field sites
Position Overview:
The MEAL Manager will provide overall leadership for the field MEAL team, overseeing monitoring, informational management and accountability systems. Under the direct supervision of the Deputy Country Director Programs (DCDP), the MEAL Manager will be in charge of implementing the M&E system of the mission at base level, with a clear strategy and objectives, including new tools and systems, and training and knowledge building plans for M&E staff. The position will help ensuring high quality programs, with a strong focus on enhancing data management and monitoring systems and processes, and improving ACF's accountability and responsiveness towards its key impact groups. Based in Irbid with frequent travel to field sites, the MEAL Manager will also support the capacity development of teams, and ensure MEAL systems and process support effective and efficient design, implementation, and learning.
Responsibilities:
Objective 1: Develop, establish, and maintain a centralized, systematic, and digitalized Information Management System (IMS) whereby relevant project information, data, and learning from programs is accessible and capitalized on
- In collaboration with program teams and other MEAL staff, establish and develop a centralized IMS (software and hardware included) suited to Action Against Hunger’s resources and portfolio in order to support with monitoring, evaluation, and analysis of the organization’s work in Jordan
- Systematize the digitization of data available from previous and current projects to support trend analysis and database development
- Support field-level MEAL and program staff in gathering, collating, and processing project and program data
- Define and roll out improved, streamlined data flows in collaboration with MEAL and program staff
- Oversee the conversion of existing monitoring and evaluation tools for upload into ODK/KOBO collect, including training on ODK / KOBO or other digital data collection methods and platforms for MEAL and program staff
- Integrate digital data collection into Action Against Hunger’s database, contributing to the holistic management of information gathered through assessment, monitoring, and evaluation
Objective2 : Ensure high quality monitoring, data management, analysis and reporting practices across programming
- During program design and development contribute to the development of logframes and participate in design sessions
- Ensure the development of indicator measurement plans, APR templates, project MEAL plans, and databases as part of project start up
- Support MEAL staff to ensure the planning and effective implementation of monitoring activities including the development of monitoring tools and data quality checks
- Conduct qualitative, quantitative and statistical analysis of the gathered monitoring data and support the development of reports and dashboards
- Embed data protection principles and protocols within ACF's monitoring systems
- Contribute to project and mission reporting, including required MEAL inputs for the the submission of high quality internal and external reports (donor reports, KPIs, APRs ect).
- Provide MEAL inputs for grant opening, review and closing meetings
Objective 3: Ensure the effective rollout and management of Action Against Hunger’s feedback and complaints mechanism (FCM)
- Act as the key focal point in the function and management of the FCM within the mission including the rollout the FCM SOPs.
- Ensure applying the guidance of handling the received feedback with particular attention for reporting and responding to allegations of abuse & exploitation, including sensitive complaints.
- Generate analytical reports to measure the efficiency and effectiveness of the Action Against Hunger’s programs response to the beneficiaries feedback and complaints.
- Continuously upgrade the internal feedback and complaints information management system or other future technology solutions.
- Improve the current feedback and complaint mechanism continuously by using the participatory approach with different stakeholders including the beneficiaries with specific consideration for women, girls, children and people with disabilities.
- Lead the feedback and complaint mechanism training, orientation and sensitization sessions for all Action Against Hunger full-time, casual, volunteers and reached beneficiaries.
- Develop and modify as necessary Action Against Hunger’s feedback and complaints communications materials to be used internally and externally.
- Support the accountability assistant in providing proper referrals and follow up on external and internal referred cases.
- Improve the referral process and cases documentation by using information management system or technology applications.
- Generate analytical reports to measure the efficiency and effectiveness of the Action Against Hunger’s referrals.
Objective 4: Build MEAL skills within the programs department and ensure the implementation of all monitoring and accountability activities in line with ACF strategies and standards
- Support the MEAL team to ensure that all MEAL activities are implemented within the strategy relevant standards, codes and principles within the humanitarian system, and within the Common Humanitarian Standards and Gender sensitive approach.
- Be part of an organizational culture shift from a focus on data being primarily for donor reporting or indicator calculation purposes to using data for programmatic course correction and other decisions and increase understanding of MEAL components across the base level work-plan would be updated regularly.
- Working with the Program Quality Manager and under the direction of the DCDP, lead the development of MEAL SOPs, the management of the departmental workplan and the MEAL budget
- Ensure the provision of MEAL trainings and technical capacity building for programs and MEAL staff
- Manage and supervise the field MEAL team
- Identify unmet needs related to MEAL in all bases and propose realistic actions to address those needs to the DCDP
Objective 5: Fulfil general responsibilities and contribute to broader Action Against Hunger Jordan operational quality and consistency

Skills
• Strong computer and communication equipment skills; experience taking creative approaches to working with digital data collection (ODK / KOBO) required

Education:
University degree in statistics, demographics, public health, development or other social or hard sciences
Additional training certificates in IMS, GIS, and digital data collection
Type of professional experience requested:
• At least 4 years of MEAL experience in humanitarian and development programming, with at least 2 years of field experience in a similar role
• Experience working on the Syrian crisis or in the Middle East is preferable but not mandatory
• Excellent writing and reporting skills, track record in external publications is an asset
• Experience in multi-sectoral and participatory appraisals would be an asset
• Knowledge of Action Against Hunger Jordan sectors of intervention would be an asset (FSL, WaSH, MHPSS)
• Experience developing and rolling out integrated multi-sectoral, multi-area databases required
• Experience working with GIS, map development, and spatial data sources and software (QGIS, RS, Google Earth, etc.)
• Experience working with data analysis software and platforms, including for dashboard development
• Action Against Hunger experience a plus but not mandatory
Language level: Arabic (native) required / English (excellent) required
