Action Against Hunger (ACF) is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Food Security & Livelihood Deputy Project Manager (FSL DPM)
Work place: Irbid with field visits to Action Against Hunger sites in Irbid, Jerash, Mafraq and Zarqa governorates
Position Overview:
Under the direct supervision of the Program Manager (PM), the Deputy Program is responsible for the management and the proper implementation of the project.
He/she coordinates and monitors the work of the FSL team leaders and FSL officers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project.
Responsibilities:
1) Ensure implementation of field activities in line with project proposals and directions from Project Manager (PM)
- Support the PM and participate in planning, scheduling and developing the FSL project components
- Support the FSL Team Leaders and FSL Officers in delivering project objectives & activities.
- Keep a close communication with the PM to update him/her on the on-going activities, potential problems / threats and successes.
- Implement the defined methodology of the FSL department under strict supervision and directions of the PM.
- Propose solutions and possible improvements and elaborate lessons learned / capitalization material.
- Supervise and support the team in compiling and following-up beneficiaries’ lists among different projects components related to FSL;
- Lead the beneficiaries’ selection following the criteria set by ACF, with involvement and contribution of partners when applicable.
- Follow up on the project’s needs, in consultation with the PM prepare the Procurement Plan and BoQs and submit and initiate the procurement requests based on that.
- Follow the project’s needs and procurements and report to FSL PM;
- Ensure a continuous evaluation of methods and follow-up of projects, and propose improvements.
2) Participate in project reporting, internally and externally and coordination with other support departments
- Report to the PM the work progress on a weekly basis including implemented work, next week’s target, difficulties, problems and updates.
- Report on staff related issues, team’s weekly plans and safety issues.
- Provide regular reports on project indicator progress following the program documents.
- Participate in preparation of donor reports and Action Against Hunger activity progress reports.
- Ensure regular updates to FSL PM on activities through the reporting system.
- Ensure that databases and data analysis as well as activity indicators are followed up and harmonized.
- Participate, under the supervision and with the support of the Program Manager, to the financial management of the project.
- Coordinate and follow up with other departments such as MHPSS (Mental Health and Psychosocial Support), Support and MEAL departments according to the needs of the projects
3) Lead, manage and provide technical support to the team
- Work closely with PM in preparing the work plan and organizing the activities;
- Train and supervise the team members and develop training topics;
- Provide the team with daily technical and organizational support;
- Provide direction, assign tasks and give instructions to staff under his / her supervision, and follow up their individual work plans.
- Carry out appraisals and evaluation of the team under his/her supervision.
- Organize the overall work flow of the team to optimize the capacity of each team member, and coordinate with the team members for the joint activities.
4) Ensure partners and stakeholders selection and engagement:
- Identify active partners (CBOs) and stakeholders (e.g. Municipalities, MSMEs) in the field of Livelihoods and make sure that they meet Action Against Hunger selection criteria.
- Present Action Against Hunger implementation and support the engagement of the partners in the project(s) activities
- Perform partners’ and stakeholders’ assessments to identify bottlenecks and provide recommendations.
- Provide regular coaching sessions to the Partners to reach project objectives.
- Identify the needs, design and follow-up the capacity-building program dedicated to the Partners, while ensuring that Action against Hunger training selection criteria are applied.
- When required liaise with external parties to provide adapted skills development.
- Carry out regular visits to monitor and follow up on daily activities.
- Support and/or provide the guidance for project partners regarding the registration process or licences with local authorities.
5) Participate in the coordination and representation of Action Against Hunger :
- Provide the required explanations on Action Against Hunger implementation and objectives to the local partners, communities and local authorities;
- Represent the Organization in meetings with local stakeholders, receive feedback, Issue meeting minutes and put in place a proper archiving systems of the different exchanges.
- Enhance the collaboration with other local entities (e.g. CBOs, Municipalities, youth centers, local cooperatives, Vocational Training Centers, MSMEs)
- Participate to the elaboration of the project visibility according to the needs (success stories, beneficiaries’ interviews, testimonials, etc…)
6) Ensure adherence to Action against Hunger gender requirements
- Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
- Lead on the promotion of gender, age and diversity principles through daily activities and or through the management of their teams and through the planning and implementation of operations and strategies (Managing performance & development)
Skills
- Proven ability to work independently under pressure with tight deadlines

- Excellent communicator with exceptional English writing and reporting skills, displaying a familiarity with sector-related terminology
- Diplomatic but firm approach to obtain buy-in and contributions from a range of staff involved in proposal and report production

- Analytical and logical thinking; extremely detail oriented yet able to connect the dots
- Strong representation and negotiation skills desired

Education:
A minimum of Bachelor university degree or equivalent in international development, economics, or related field complemented by experience in resilience/livelihood-related field
Professional experience requested
- At least 3 years of experience in humanitarian and / or development programming on food security and livelihoods or related NGO role
- At least 1 year of field-based experience in the same or similar position required
- Experience working in developing and urban contexts
- Good knowledge of common livelihoods and economic development approaches, and cash based interventions
- Experience working with private sector, entrepreneurship, and SMEs desired
- Experience with proposal and log frame development, as well as reporting, for a variety of donors
- Action Against Hunger experience a plus but not mandatory
Language level:
English (excellent) and Arabic (excellent) required
