The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance to 12 Southern Africa countries including, Mozambique, Zimbabwe, Zambia, Namibia, Lesotho, Eswatini, Malawi, Madagascar, Democratic Republic of Congo, Congo Brazzaville, Tanzania, Angola

ORGANIZATIONAL CONTEXT

The World Food Programme in Namibia works with the Government and stakeholders to promote sustainable and transformative food systems including value chain actor programming that is leveraged to support the Government in the design and implementation of holistic interventions to address 1) Rural Transformation; 2) Food Systems; and 3) Human Capital Development. During the design and implementation of programmes, WFP and partners continue to support: i) Data and Analytics, ii) Policy and Programme advice, and iii) Operational Support with the integration of core cross-cutting priorities including protection, gender, livelihood support, environmental standards and digital transformation.

The Programme Associate Research and Monitoring will report to the Research and Monitoring (RAM)/ Operational Information Management (OIM) Consultant. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen data and monitoring problems daily. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

The incumbent is to provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

The Programme Associate RAM will be responsible for strengthening programmatic data across the project cycle management. The functional purpose includes collaboration with counterparts internally and with other UN agencies to ensure consistency in monitoring and to complement WFP analysis and information. He/she will support the enhancement of the capacity of WFP staff and partners to effectively manage research and monitoring through assisting in the delivery of monitoring and evaluation core competencies.
This position is based in Windhoek with frequent travel across all regions of Namibia.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide technical support and assist in the development and implementation of various activities and processes within the area of monitoring and evaluation supporting alignment with wider programme policies and guidelines;
  • Provide specialized project management support on research and monitoring to food systems, school feeding, nutrition, cash based transfers, climate change and other activities on the Country Strategic Plan to ensure that the various activities are performed within the established targets following WFP’s policies and procedures;
  • Within the scope of research and monitoring, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders;
  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities;
  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance;
  • Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area;
  • Act as a point of contact for resolution of a range of operational queries and problems within the area of research and monitoring;
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines;
  • Follow standard WFP monitoring, evaluation and reporting practices to ensure WFP is able to produce accurate data for internal and external audiences

OTHER SPECIFIC JOB REQUIREMENTS

  • Ability to lead, coach and motivate teams for efficient and effective delivery of results;
  • Strong oral and written communication skills to ensure WFP strategies and projects are well articulated to all stakeholders including beneficiaries, partners, local governments, ministries, and donors;
  • Ability to assimilate and analyse complex issues using independent judgment;
  • Negotiation skills with the ability to influence at senior levels within and beyond the organization;
  • Tact and ability to work harmoniously with people of different national and cultural backgrounds;
  • Resourcefulness, initiative and problem-solving skills, strong client orientation for value chain stakeholders;
  • Strong analytical and writing capacity, including the ability to produce high quality reports, presentations, and knowledge products; and
  • Advanced skills in Microsoft Office particularly Microsoft Excel.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has worked with technical teams (i.e. nutrition, VAM, etc.);
  • Has contributed to implementation of programmes;
  • Has observed or assisted with policy discussions;
  • Good understand of monitoring and evaluation basics – including tracking progress against objectives, preparation of LogFrames, indicators and analysis of quantitative and qualitative data;
  • Experience designing applications/forms with ODK-based digital data collection software;
  • Experience in Power BI; and
  • Experience using Tableau.

STANDARD MINIMUM QUALIFICATIONS

Education: A University degree in Agriculture, Environmental Science, Agronomy or other field relevant to Sustainable Food Systems;

Experience: At least 4 years or more of post graduate research and work experience in community engagement and data analysis;

Language: Fluency (level C) in English language. Knowledge of other UN language is an added advantage. Knowledge of local Namibian languages is an added advantage.

CONTRACTUAL INFORMATION

  • This is a 12 Months renewable Service Contract
