The United Nations World Food Programme (WFP) Supply Chain Division (SCO), with over 5000 trucks, 50 ships and close to 100 planes on the move every single day in over 120 countries and territories, together with its partners, operates a global network to deliver life-saving food assistance to the most hard-to reach places.

JOB PURPOSE

Provide technical advice and oversight to Health Supply Chains operations at country level ensuring the correct implementation of WFP Pharmaceutical Quality Management System, partnering with the key supply chain and logistics functions to ensure an integrated supply chain approach and Quality Assurance to meeting the Supply Chain needs of partners.

The Consultant will be responsible for the implementation of Pharmaceutical Good Distribution Practices when storage or transport services of medicines and medical products are provided to partners either by WFP means or by outsourcing to third parties. To this end, the consultant will support the effective relationships of WFP Country Office with regulatory authorities, partners, and service providers to ensure quality control and conformity with local regulations and Good Distribution Practices across the whole supply chain.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide oversight, guidance and support to Country Offices implementing Quality Management System (QMS) policies and procedures, ensuring a strategic, risk-based approach to health supply chains in compliance with WFP standards, local regulations and WHO Guidance.
  • Support the implementation of health supply chains projects or manage pharma-related operations for a Country Office, to ensure successful and risk-controlled delivery of Temperature Sensitive Logistics services.
  • Collate information and draft appropriate responses to recommendations to support auditing and self-assessments of health supply chain activities, both internal and outsourced, and ensure conformity with compliance rules.
  • Build capacity of WFP staff (through training and support) and external partners (through training, assessments and qualification of service providers) to take a strategic and proactive approach to the handling of health commodities and offering Temperature Sensitive Logistics (TSL) services e.g., through provision of training sessions.
  • Assist in the preparation of project proposals with components of Health Supply Chains or TSL.
  • Contribute to preparedness actions at Country Office level, providing technical recommendations and guidance and monitor the management of pharma QMS specific risks.
  • Coordinate with relevant focal points in other organizations to enable a broader understanding of the TSL resources available in the country.
  • Support the effective relationships of WFP Country Office with regulatory health authorities, partners, and service providers to ensure quality control and conformity with local regulations and Good Distribution Practices across the whole supply chain.
  • Work in close collaboration with cross functional counterparts to align QMS policies and standards and promote an integrated approach to TSL and Health Supply Chains.
  • Coordinate and prepare accurate and timely reports of Health Supply Chains operations and QMS to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
  • Act in an assigned emergency response capacity as required to meet emergency health supply chain needs of partners.
  • Make recommendations regarding innovation and preparedness initiatives and modalities.
  • Perform any other related duties as required.
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education

Advanced University degree in pharmacy, science, engineering, supply chain or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.

Experience

  • Minimum of four years of relevant postgraduate experience.
  • Relevant work experience in Health Supply Chains or Health Logistics.
  • Experience in managing an area of supply chain of medicines and/or other health commodities as well as services needed in support Temperature Sensitive Logistics.
  • Knowledge of Pharmaceutical GDP.
  • Knowledge on Quality Management Systems.
  • Experience evaluating and selecting service providers and/or suppliers.
  • Experience identifying operational risks and maintaining documentation.
  • Experience in providing technical support.
  • Experience in data analytics is desirable.
  • Experience in humanitarian operations and in emergency response is an advantage.
  • Experience in working with WFP or other UN agencies is desirable.

Knowledge and Skills

Supply Chain Management, Quality Management, Cold Chain. Problem solving, analytical, demonstrates openness to change and ability to manage complexities. Effective communication and ability to work in multicultural environments. Excellent command of MS Office. Ability to deliver high-quality documentation paying attention to detail.

Language

Fluency in both oral and written communication in English. Working knowledge of a second UN Language (Arabic, Chinese, Russian and Spanish) or Portuguese (one of WFP’s working languages) is highly desired.
