BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Pacific is one of the world’s most disaster-prone regions, with Pacific Island Countries ranked among the most vulnerable in the world to natural disasters due to rising sea levels and increasing severe weather patterns caused by the effects of climate change. Of the 20 states with the highest average disaster losses scaled by GDP, eight are Pacific Island countries.

Building on its engagement in the Pacific since 2015, WFP works with Pacific governments and partners to improve capacity to reduce the risk of, prepare for and respond to disasters. This is achieved through strengthening coordination mechanisms in logistics, emergency telecommunications and food security, as well as data and cash preparedness. This is done in close collaboration with national partners, including those who lead the national coordination mechanisms through training and ongoing engagement and support.

WFP is seeking a qualified individual to fulfil the role of Operational Information Management and Reports (OIM/R) Officer to support the Pacific Multi-Country Office (MCO) in advancing its partnerships goals under its new Multi-Country Strategic Plan (MCSP) 2023-2027 and fulfilling its corporate reporting functions. While managing the day-to-day OIM/R function of the MCO, the OIM/R officer will need to strengthen – and establish where needed – OIM/R systems, processes, procedures and protocols. Located within the Partnerships Unit, the OIM/R Officer will need to work across functions, notably with the regional Clusters and mechanisms (ETC, Logistics, Food Security, and Pacific Regional Cash Working Group), Programme, Communications, and Finance/Budget and Programming.

The OIM/R Officer will be under the direct supervision of the Head of Partnerships and be responsible for the following duties.

KEY ACCOUNTABILITIES/ RESPONSIBILITIES (not all-inclusive)

Donor Reporting and Resource Mobilization

  1. Support the development and implementation of the partnerships action plan (PAP) that will enable the MCO to identify, develop and strengthen quality partnerships in support of the MCO strategic objectives and priorities as per the new MCSP 2023-2027;
  2. Manage and/or proactively contribute to specific partnerships/donor portfolios, including partner/donor profiling, data/trends analysis and outreach plan, so as to maximize resources;
  3. Support in the drafting/editing of quality funding proposals, concept notes and donor reports, monitoring that partner donor visibility and other conditions are met;
  4. Identify expansion opportunities with existing partners and donors and to scope new partners, with the aim to enhance the impact of WFP’s work and diversify the resource base;
  5. Conduct analysis and draft quality donor briefs in support of outreach opportunities, soliciting inputs from other units on WFP’s programmatic offering that can gain traction with donor audiences;
  6. Contribute to the preparation of strategic agreements, joint strategies and MOUs;
  7. Support dialogue with partners through networking and information sharing in order to proactively highlight strategic issues to senior managers and propose opportunities to nurture trust and partnership;
  8. Ensure good practices of information and knowledge management through the regular use and update of the Grants Tracker and Donor Reporting Calendar, ensuring information products and knowledge are adequately stored and managed.

Management of the MCO Operational Information Management and Reporting Function

  1. Support the organisation, packaging, utilisation and dissemination of relevant information to inform programme design, implementation and presentation to external audiences;
  2. Support the external information provision and corporate reporting requirements of the MCO inclusive of Annual Performance Plan (APP) and Annual Country Report (ACR), in collaboration with all relevant units and ensure coherence and quality of information;
  3. Coordinate the internal reporting requirements of the country office inclusive of monthly Country Briefs and ad hoc briefing materials as required;

OIM/R Capacity Building and Systems Strengthening

  1. Map and update, as required, information flows and requirements within the MCO and between the MCO, RB and HQ; and from the MCO to external audiences;
  2. Provide recommendations to optimize the evolving organizational structure for information flows in line with the MCO’s needs and priorities across functions;
  3. Define OIM and reporting process flows to ensure a common understanding, agreement and prioritization across functional units;
  4. Lead the implementation of OIM/Reporting SOP, identifying each unit’s role and responsibilities with clear deadlines and products;
  5. Enhance the capacity of WFP staff to effectively manage operational information and reporting through the provision of the relevant OIM/R training;
  6. Any other duties as required

QUALIFICATIONS & EXPERIENCE REQUIRED:

EDUCATION:

Bachelor’s degree or higher in communication, international relations, political science, economics or related field.

EXPERIENCE:

At least 4 years of international experience in reporting on developmental / humanitarian operations; data analysis; editing; and coordination.

Prior work experience WFP reporting functions and data systems desirable.

KNOWLEDGE AND SKILLS:

Excellent analytical, writing and communication skills; knowledge of UN system policies and functions; proficiency in MS Office; knowledge of WFP reporting and data systems would be an advantage.

LANGUAGE:

Fluency in written and spoken English
