Scope of Work
The Senior HR Officer is responsible for the supervision of all human resource and functions in the LWF Jordan
The Senior HR Officer is a member of the LWF Core Management Team and responsible for ensuring that the teams are provided with timely and professional advice in Jordan on all governments and LWF matters and provide other programs on the region with internal LWF HR matters.
Roles & Responsibilities:
Human Resources
- Provide human resources support and guidance to LWF Jordan program and region office/s.
- Ensure that employees are familiar & adhere to the LWF policies, procedure manuals and uphold the organization’s standard of ethics and that controls are in place to ensure compliance with local labors laws and employment policies.
- Draft and edit memos/ SOP and guidance documents regarding human resources.
- Maintain familiarity with labor laws concerning in Jordan to ensure CP adhering to the labor law.
- Ensure Salaries and benefits adhere to LWF salary scales and standing protocols.
- Ensure staff records in compliance with LWF policies.
- Ensure proper documentation of the personnel files.
- Plan & audit the staff monthly timesheets & file.
- Draft & review vacant JD’s in coordination with the hiring manager.
- Plan & process the recruiting process of local staff, Incentive worker, volunteer, consultants & internship.
- Draft the staff contracts.
- Issue the staff monthly salary to the finance.
- Approve staff leaves on the HR system, advice & report staff practices.
- Act as focal point on the compliant Mechanism & report the cases to the CP & HQ as required.
- Conduct staff training sessions as new joiner induction, CoC, Complaint Mechanism, Performance management. etc.
- Ensure mandatory training submitted on time.
Support Employee Relations
- Provide professional advice and support to the CMT on all HR procedures and processes, ensuring consistency with LWF policies and procedures.
- Ensure that staff are given an opportunity to make their collective views known to management.
- Ensure HR issues are addressed and prioritized during program planning and implementation.
- Provide management with sound and effective advice on all staff issues.
- Contribute to design and facilitation of annual staff Conferences and Capacity-Building workshops.
- Conduct bi-yearly internal staff opinion surveys to measure the attitudes and behavior of staff which will help management to understand the behavior of employees, and to find appropriate mechanisms to deal with this behavior and trends, or change the way that management believes it is appropriate to enhance the productivity and success of the organization, and Employee Satisfaction.
Performance Management, Learning and Development
- Follow up and advise program managers in order to ensure Annual Performance Appraisal system are implemented and promote a coaching and mentoring culture.
- Ensure that performance management activities are completed on schedule, and regular one-to-ones between staff and managers are taking place across the program.
- Compile training needs from PA process and develop capacity building /Improvement plan that align with Organizational needs.
- Conduct capacity/training need assessments to identify gaps and needed in house trainings for staff to build their capacity.
Health, Safety & Staff Wellness
- Act as focal point with the health insurance company to add, remove staff from agreement and to follow up on the organization health performance.
- Provide advices to staff and managers on stress management.
- Track field staff leave and raise Managers attention when staff are working long without break
- Support the CMT with the promotion of a healthy work environment.
- Highlight & advice on potential health risks are identified and pro-actively dealt with in a timely basis.
Administration
· Follow with the Legal Firm in Jordan related the work permits, Visitor visas, visitors’ permissions and any other related permits and renewing one occurred.
· Ensure the LWFs’ offices (supplies, stationary and office maintenance) regularly checked and available.
· Share point focal point with HQ.
· Prepare the monthly admin vouchers.
· Initiate the admin process of the admin requirement as (office/s rent, MoU, Staff communication…etc).
· Focal point on the government labor account as Social security.
Other
· Carry out any other duties as requested by the LWF CD of Jordan & Syria within scope of the work.

Requirements:
Essential
· A minimum of a BA management, HR degree is a plus.
* Minimum of four to six years’ experience as HR & Admin or two years’ experience with I/NGO.
* Jordan labor law & government labor regulation knowledge.
* HR system knowledge.
· Proven English communication (Verbal & Written).
· Proven computer literacy, including good knowledge of MS Office.
