Background

Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership supporting Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

One of the key areas of work for the UN Women Country Office (CO) in Jordan is supporting Jordanian National Commission for Women (JNCW) and other government stakeholders in the implementation of the Women, Peace, and Security (WPS) agenda, including the Jordanian National Action Plan on UNSCR 1325 (JONAP). The first phase of the JONAP was endorsed by the Prime Minister and the Cabinet in December 2017 and formally launched in a ceremony in March 2018 for 2018-2021. Significant and strategic results were achieved within JONAP I, and the Government of Jordan (GoJ) plans to continue its implementation through JONAP II for the years 2022 – 2025.

Reporting to the Programme Management Specialist, the Monitoring and Evaluation Analyst will provide technical support to the WPS team in Jordan CO in incorporating monitoring and reporting into JONAP II programme formulation as well as tracking against Strategic Plan targets and the reporting of results to internal and external audiences. S/he will also provide technical and advisory support in implementing the corporate country portfolio evaluation. She/he works closely with the programme team at UN Women Jordan to deliver these results.

Duties And Responsibilities

Under the direct guidance and supervision of the Programme Management Specialist, the Monitoring and Evaluation Analyst will undertake the following tasks related to the implementation of JONAP II:

  • Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation
  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, field monitoring plans and quality assurance processes;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Contribute to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements and submitting the documents in PGAMS for Partnership Agreements
  • Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
  • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardised across programmes;
  • Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision-making;
  • Visit partners, along with the Programme Team, to support the monitoring of results and planning processes as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Draft and monitor JONAP II Monitoring, Evaluation, and Research Plan.
  • Coordinate and facilitate the reporting of results to internal (the JONAP Programme Manager) and external (Donors) audiences
  • Facilitate the process of the JONAP II meeting internal and external reporting requirements and deadlines, including the annual reporting process;
  • Draft donor and programme reports (both narrative and financial);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve the quality and timeliness of reporting;
  • Collect and maintain data in relation to JONAP II as requested by the M&E Analyst for the country, regional and global corporate reports, mid-term reviews, and final evaluations.
  • Provide technical support in the implementation of JONAP Evaluations
  • Coordinate the implementation of JONAP evaluations as stipulated in the project document.
  • Coordinate inputs to the management’s response for JONAP evaluations.
  • Contribute to knowledge-building and capacity building
  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities that are part of the JONAP programme;
  • Contribute to the development of capacity development tools, including training materials and packages in coordination with office M&E Analyst;
  • Facilitate capacity-building opportunities for partners in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

Required Skills And Experience

Education and Certification:

  • Master’s degree in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies, human rights or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 5 years of relevant experience at the national or international level in monitoring, evaluating and reporting development and humanitarian projects/ programmes, especially related to gender and peace and security.
  • Excellent verbal and written communication skills, including preparing analytical documents and donor reports.
  • Proven experience coordinating and liaising with Civil Society, government agencies and/or donors.
  • Excellent knowledge of policies, trends, programs and instruments to promote gender equality in Jordan, and technical expertise in this area is a strong asset.
  • Experience with the UN system or international organisations is an asset.
  • Field experience is an asset.

Language Requirements

  • Fluency in English and Arabic is required
