BACKGROUND AND PURPOSE OF ASSIGNMENT

The Emergency Operations Division (EME) contributes to WFP’s strategic goal of achieving Zero Hunger by 2030 through the management of an emergency preparedness and response portfolio. EME provides a field-focused, service oriented, steering and convening role focusing on forward looking preparedness and support to ensure a swift, coordinated and integrated response.
With the recent establishment of the Emergency Operation Division (within the last 2 years), and considering corporate commitment to support Country Offices, and Regional Bureaus and EME Staff with structure, simplified processes and procedures and resources to address their immediate operational needs, the Staffing Coordination Team requires additional Talent Management expertise to drive the implementation of the HR Alignment exercise and the establishment of EME.
The incumbent will support with the implementation of the recently completed Org Alignment exercise, creation of unique Emergency Officer Job Profiles, Talent Acquisition including building of Roasters and Talent Pools. For these accountabilities the incumbent will report to the Talent Management Officer, Staffing Coordinator Unit.
KEY ACCOUNTABILITIES (not all-inclusive)
- Contribute to the overall rollout of the Emergency Operations Division’s Organizational Alignment exercise in order to provide emergency staff with specific, well-defined aspects of emergency assessment capacities assessment, preparedness and response.
- Analyze data and statistics for trends with regard to recruitment practices, motivation, turnover.
- Support the coordination and streamlining of the collection, interpretation and validation of data and its in-depth analysis ensuring that quality standards and data privacy compliance are maintained throughout the process.
- Produce analysis and visualizations to create and deliver effective presentations to key stakeholders on Organizational Alignment implementation to enable insight-driven choices.
- In collaboration with internal stakeholders, participate in the development of Standard Operating Procedures (SoPs) for the various talent management and staffing coordination processes for the EME staffing coordination team and EME Division.
- Provide regular reporting on key corporate statistics on Emergency Operations Workforce inclusive of analysis, trends and key milestones.
- Working in collaboration with the Front Office, contribute to the development of the Emergency Operations Workforce Strategy by providing end-to-end support to the talent acquisition process in the different EME functional units.
- Assist with drafting and implementation of a change management strategy.
- Contribute to the roll-out of an Emergency Operations FIT Pool to provide a strong pipeline of qualified, diverse talent to better cater for emergency preparedness and response while ensuring that all dimensions of the WFP Diversity & Inclusion framework are incorporated in the Emergency Operations workforce strategy.
- Support in the development of a Learning and Development Strategy with a focus on career pathing activities by creating awareness of the newly created Emergency Job Profiles.

QUALIFICATIONS AND EXPERIENCE DESIRED
Education: Advanced University degree in Human Resource Management, Business or Public Administration, Industrial Psychology or another relevant field; or First University Degree with additional years of related work experience.
Languages:
- International Professional: Fluency (level C) in English language Required.
- Intermediate knowledge (level B) of a second official UN language desirable [Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese].
- National Professional: Fluency (level C) in English language and the duty station’s language, if different.
Knowledge & Skills:
- At least 6 years of relevant professional experience in Human Resources, Talent Management, Talent Acquisition, HR Analytics, Change Management, Project analysis and implementation, preferably in an international humanitarian organization.
- Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques, and processes is a requirement.
- Knowledge of WFP HR process, policies, and directives is desirable.
