ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.
Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
WFP’s Afghanistan Country Office assists vulnerable food-insecure households through various modalities, including food in-kind and cash-based transfers (CBT). In 2022 over $322 million were distributed through cash and vouchers in Afghanistan, roughly eight times more than in 2021. For 2023, the CO plans to increase the participation of CBT vs. in-kind assistance. Cash transfers require analysis from multiple data sources, e.g., distribution plans, reconciliation, fund and commitments management, and economic and financial context information.
WFP Afghanistan began implementing SCOPE — WFP’s beneficiary and transfer management system in 2016. Since then, WFP has managed to register more than twenty-five million beneficiaries with the system and implement end-to-end cash-based transfers, generating large volumes of data.
JOB PURPOSE
Under the overall responsibility of the Head of Programme, the incumbent will provide data and analytics specialist services and products to support CBT and SCOPE activities. This includes advice and support to stakeholders in the Country office, field, and cooperating partners, with occasional missions to areas of implementation.
KEY ACCOUNTABILITIES (not all-inclusive)
Reporting to the Programme Policy Officer – Planning & Accountability, the Data analyst will be responsible for provision of the following services in support of beneficiary identity management and assistance activities:
- Become familiar with WFP’s CBT assurance framework and in general with WFP’s CBT business processes and strategy, with particular focus on data flows, in order to provide contextual business-focused analysis, and offer expert advice to stakeholders to address assurance data and process gaps.
- Working with the CBT team and field-level stakeholders, analyse business requirements and implement data solutions and reports for operations and data assurance, including but not limited to beneficiary transfers reconciliation and anomaly detection, open commitments and fund management.
- Categorize types and frequency of data related requests to the CBT and SCOPE teams, in order to understand overall data needs of stakeholders.
- Prioritize client data needs by impact and urgency and plan the development of dynamic dashboards and reports, to fulfil data needs.
- Build a set of professional reports and dashboards that consolidate information from different sources across the organization, to enable triangulation, timely reporting, operational insights and improve internal collaboration.
- Contribute to reports and presentations with detailed analytical observations supported by data evidence, adopting clear and tactful language due to the sensitive content.
- Present analytical results to business stakeholders, WFP senior management, and external audiences.
- Perform regular analysis of SCOPE duplicates to provide insights on newly occurring duplicates and highlight data and process gaps. Support the field office SCOPE deduplication focal points to ensure they maintain their duplication rate below 7%, through provision of data-centric performance metrics.
- Lead the adoption of data science approaches in CBT and SCOPE to address assurance objectives and to detect operational anomalies, triggering further review and fraud investigations
- Identify knowledge, capacity and process gaps related to beneficiary data collection and management within the country office and field operations
- Build the capacity of CO CBT, CPs, SCOPE and other relevant stakeholders around the use of Tableau, data quality, data analysis and data protection through trainings and field missions.
- Perform any other duties as required.
Results Expected:
- Acquired high levels of familiarity with CBT assurance and SCOPE data flows, and identified assurance and process data gaps, with clear and practical suggestions on how they can be resolved.
- Analyzed and prioritized data services and products needed across SCOPE and CBT, based on impact and urgency. Produced clear plan of action outlining the steps and resources needed to develop the needed data products.
- Dynamic dashboards and reports developed to fulfil 50% of identified data and reporting needs
- Professional data inputs to presentations and reports are provided in a timely manner.
- Training and capacity building conducted for 100% CO CBT and CO SCOPE data focal points, to a level where stakeholders can perform basic data manipulation and reporting.
- Training and capacity building conducted for 40% of field CBT and SCOPE data focal points, to a level where stakeholders can perform basic data manipulation and reporting.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced university degree in Information Technology, Computer Science, data science, or other relevant field, or first University degree with additional years of relevant related work experience or trainings/courses.
Experience:
- Minimum of three years of relevant professional work experience in data visualizations and analysis. Experience with complex cash transfer and digital identity management platforms is a strong asset.
Knowledge Skills:
- Possession of a combination of business and technical skills including – general project management skills and data/information management.
- Proven ability to develop quality reports and analyses with minimal direction
- Experience working with Tableau and knowledge of programming languages and statistical software are strong assets
Language:
- Proficiency (read/ write/ speak) in English.
Desirable:
- Experience working in an international, or multicultural environment; and working knowledge of WFP Programmes and projects, preferably with hands-on experience in cash transfer activities;
