BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This post is based in WFP Beirut Country Office, Lebanon. At this level, the job holder is expected to take responsibility for providing relevant internal stakeholders and cooperating partners with guidance on budgeting and financial reporting and prepare financial analysis related to WFP’s NGO partnerships.
ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):
Under the direct supervision of the Head of NGO partnerships unit or the designate, the incumbent will be responsible for the following key duties:
Cooperating Partner (CP) selection, contracting and partnership management
- Contribute to mapping, identifying, and short-listing potential CPs to jointly implement activities in line with WFP’s strategic objectives.
- Facilitate the establishment and management of operational partnerships with national or international CPs for assigned activities in close coordination with relevant stakeholders, in particular activity units as well as other members of the partnership selection and management committee (Field Offices, finance, and other relevant functions).
- In close liaison with other relevant internal stakeholders, in particular activity units, ensure that the selection and contracting process for WFP’s CPs is in line with the Standard Operating Procedures (SOPs) and relevant corporate requirements, and that all agreements with CPs are prepared correctly and in a timely manner.
- For established partnerships, support the activity unit in managing administrative and financial aspects of the partnership (including the processing of the CPs’ monthly invoices) as well as in assessing the CPs’ performance and required follow-up.
Budget and financial analysis and tracking
- Provide efficient budget and financial analysis related to CP’s budgets and expenditures, in line with WFP guidance and operational requirements (e.g., comparisons between partners, over time etc.)
- Monitor fund utilization, advance financing, and refinancing arrangements, and alert relevant internal stakeholders to approaching deadlines and potential resource shortfalls/surpluses.
- Conduct budget reviews for agreements with CPs as well as reviews of the CPs’ financial reporting.
Guidance, Oversight and Capacity Strengthening
- Provide advice and support to relevant internal stakeholders on partnership management related issues, including budgeting of partnership agreements, financial reporting, processing of CP payments and guidance on WFP’s internal accounting system.
- Develop and update templates and tools for partnership agreement budgeting, management of funds utilization and financial management, such as budget and invoice trackers and financial declaration forms.
- Prepare budgeting and fund management guidance notes for CPs, in line with WFP requirements, aimed at facilitating the CPs’ work. Organise training and other activities related to budgeting and financial reporting with local and international NGO partners.
- Provide guidance to prospective CPs for the review and finalization of project documents and budget proposals.
- Lead spot-checks visits and prepare related reports providing recommendations related to the financial management of partnership agreements and suggest action aimed at improving CPs’ internal controls based on identified risks.
- Develop and update tools and templates to evaluate and track CP’s financial capacity and assets to support efficient fund management by CPs.
- Perform any other related duties as required.
