ORGANIZATIONAL CONTEXT

The Programme Assistant (NGO Partnerhsips and GFA) will work within the Programme unit in Hama FO. The job holder will work in close collaboration with other WFP units involved in the implementation of WFP’s activities (activity focal points and other colleagues within Programme, logistics/retail, Finance,IT and others), with partnership and emergency focal points in WFP’s Country Office, as well as with external partners such ascooperating partners.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Programme Assistant (NGO Patrnerships and GFA) will work in the Programme Unit and in collaboration with other units of WFP Central Area office and Country office. This position is based in Hama and falls under direct supervision of the Programme policy officer in Homs and day-to-day guidance and collaboration with Programme Associate in Hama.
The purpose is to boost and uphold efficiency in programme patnerships and implementation of general food assistance

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Programme Assistant (NGO Patrnerships and GFA) will be responsible for the following duties:

• Field Level Agreements (FLAs), amendments, Note for the Records (NFRs) and related documents as required.
• Enter Field Level Agreements (FLA) information in WINGS/ CO Monitoring & Evaluation Tool (COMET) as required.
• Undertake quarterly/annual reconciliation of Cooperation Partner (CP) payments and provide technical feedback to the Field Offices / Cooperation Partner (FOs/CPs.)
• Oversight at the Country Office/Field Office level to review Cooperation Partners (CPs) invoices ensuring the correct exchange rate is used and follow up on any commodity losses reported in the distribution report.
• Create Service Entry Sheet (SES) entries in WFP’s SAP system when required.
• Maintain the payment tracking sheet, prepare weekly status report, and flag any issues that require action.
• Provide guidance, training, and oversight to Cooperation Partners (CPs) related to payment process.
• Translate documents related to NGO Partnership and payments.
• Undertake operational oversight visits to Cooperation Partners (CPs). Contribute to update the checklist.
• Prepare visit report including follow up action points, and provide feedback to Cooperation Partners (CPs), Field Offices, and Country Office as required.
• Follow up on Field Level Agreement (FLA) and FLA amendment cases and provide support as required.
• Create Food Release Notes (FRN) for GFA in COMET based on inputs and guidance from GFA team leader.
• Develop and maintain distribution report templates tailored for each NGO and SARC branch (which includes FDPs as per FLA). These templates would have a clear breakdown between “cycle” and “month” for those months when dispatch was delayed and distribution spilled into next month.
• Develop new/or improve existing GFA tracking sheets to track reach against targets/needs. Again these wouldneed to be aligned with FLAs/FDPs and show proper zoning.
• Any other task assigned by supervisor.

Strategic Policy Engagement w/Govt Understands and applies basic principles of engagement with government counterparts at the national or local level.

STANDARD MINIMUM QUALIFICATIONS:

Education: Completion of secondary school education.

Experience: Minimum five years of relevant working experience in fields of partnership management, humanitarian assistance delivery, general accounting, book keeping, corporate customer relations, project monitoring, evaluation and management, financial reporting and auditing, vulnerability analysis, targeting and prioritization, budgeting and programming or other closely related fields

Language: Fluency in both oral and written communication in English and Arabic.
