ORGANIZATIONAL CONTEXT

As a fully voluntarily funded organization, WFP strives to mobilize funding, technical assistance, innovative solutions and visibility and awareness to help fulfil its mission towards Zero Hunger.

In 2022, WFP Sudan mobilized over USD 600 million from approx. 20 donors. The Government Partnerships (GP) team within the WFP Sudan External Relations Unit is responsible for building and maintaining strong partnerships with government donor partners by: continuing the dialogue and engagement with counterparts, submitting quality/timely funding proposals and reports; conducting research to identify top prospects; tracking and ensuring compliance with donor terms/conditions; and organizing meetings, events, and missions. Additionally, the GP team is overall responsible for traditional multilateral donors such as INTPA, ECHO etc., UN funds, as well as for foundations, academia, and the private sector.

JOB PURPOSE

WFP Sudan is looking for a strong Government Partnerships Officer, who will:

1. lead a team of Partnerships Officers and provide substantial value to WFP’s effective positioning with public and private partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP;

2. oversee and lead the crucial US government-WFP partnerships portfolio.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead the implementation of the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP's strategic objectives. Fully lead the US government-WFP partnerships portfolio.
2. Proactively manage a range of government partnerships portfolios, including partner profiling and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; Support partner visibility and ensure partner conditions are met.
3. Contribute to resource mobilization; Draw up, consolidate, and review quality partner proposals and reports by engaging with other WFP entities and external stakeholders.
4. Supervise and manage junior staff, providing coaching, training and guidance to ensure appropriate development and enable high performance. Essentially coordinate and manage the Government Partnerships team composed of 2 junior international staff.
5. Facilitate corporate dialogue with partners through preparation of quality briefing materials; proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP;
6. Use data to present senior management with well-researched ideas to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific analysis to enhance the impact of WFP’s work and diversify the donor base.
7. Support functional units, RBs and COs on partnership strategies (including the development of Partnership Action Plans, as needed); Extend support on contribution management, in line with corporate norms, processes and legal agreements.
8. Solicit inputs, including operational updates, from other WFP entities to inform partner audiences on WFP’s programmatic offering; Draft quality briefs and proactively highlight strategic issues to senior staff to inform best course of action and nurture partnership growth.
9. Gather and share internal and external data/information, using key information systems (e.g. Salesforce, WINGS, WFPGo), to support WFP’s effective positioning vis-à-vis government donors, national governments, regional and international institutions with the aim to influence the policy agenda.
10. Contribute to preparedness actions, providing technical recommendations and guidance, and monitor defined partnerships risks.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Wroke Experience: At least five (5) years of relevant professional-level work experience in partnerships, fundraising, advocacy and communications, marketing, strategy development or other related fields.
Experience in building and managing partnerships, including developing proposals, soliciting inputs for reports, drafting agreements, producing visiblity plans and/or crafting joint strategies.

Language: Fluency (level C) in English language. Knowledge of other UN languages (such as Arabic, Chinese, French, Russian, Spanish, and/or Portugese) is an asset.

FUNCTIONAL CAPABILITIES

Strong communications skills – both verbal and written – as well as problem-solving skills. Ability to work with various teams, manage time, and work under pressure deadlines. Proficiency in MS Windows, MS Office (Word, Excel, PowerPoint, Outlook). Strong qualitative and quantitative skillsets are essential. Collaborative team player, action management, innovation, partnership, and client orientation are critical characteristics for the profile.
