NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The Shelter Technical Officer will be responsible for providing technical support to the implementation team and Shelter Project Manager in implementing a Shelter rehabilitation and debris management project in urban and rural areas in Northwest Syria in response to the aftermath of an earthquake. The role involves supporting the field teams, conducting quality control, assessing product quality, and ensuring project activities are implemented according to plan.

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

1. Ensure compliance with NRC policies, guidelines and standards.

2. Ensure compliance with Shelter strategy, tools, handbooks, guidelines and standards.

3. Shelter-specific technical responsibility for implementation of technical activities of Shelter project(s).

4. Shelter-specific technical responsibility for the quality control and monitoring of project activities.

5. Shelter-specific technical responsibility for project documentation of technical activities of Shelter project(s).

6. Provide specific technical support and capacity building towards project staff.

7. Provide specific technical analysis and feedback to NRC representatives in coordination forums.

8. Assess, promote and document ideas for technical improvement and further program development options.

9. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.

10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

1. Administer the project's activities, including raising purchase requisitions, preparing payment supporting documents, and maintaining the project's archive.

2. Ensure that all project-related documents are scanned, stored electronically, and properly filed.

3. Provide technical support and capacity building to Shelter field staff.

4. Conduct regular quality checks and assessments to ensure that project products meet quality standards.

5. Identify and report issues and risks to the line manager and take corrective action to meet project objectives.

6. Prepare regular sectorial reports, such as weekly checkpoint reports and submit materials to prepare periodic reporting.

7. Provide technical support, help conduct sectorial needs assessments remotely, and produce reports.

8. Carry out any other Shelter activities relevant to the role, as requested by the line manager.

9. Monitor and document project activities’ implementation by implementing partners, including the plan of action activities, contracts, financial expenditures, and project documentation.

10. Conduct quality control and provide technical support to implementing partners.

Generic professional competencies for this position:

• Minimum 2 years of experience in construction, engineering, architecture or equivalent

• Minimum 2 years of experience working within technical expertise area in a humanitarian/ recovery context

• Bachelor’s Degree or above in civil, structural engineering, architecture or similar

• Previous experience working in complex and volatile contexts

• Core competency expertise

• Documented results related to the position’s responsibilities

• Fluency in English, both written and verbal

Context/specific skills, knowledge and experience:

• Knowledge of the context in Syria

• Experience with remotely managed programming;

• Previous relevant experience in the construction or rehabilitation of shelters in urban and rural areas;

• Proficient in Microsoft Office Applications, mainly Word and Excel

• Proficient in ProjeCAD, AutoCAD or any similar Applications for drawing

• Experience in GIS mapping is an advantage

• Experience with start-up shelter rehabilitation project
