NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The purpose of this position is to collaborate with the Shelter Information Management Team Leader in Norwegian Refugee Council (NRC) Syria Response Northwest Area Office to ensure that the programme information is recorded and analysed to improve programming, recording interventions, donor reporting and donor reporting and incorporating lessons learned into future programmes. Projects in this area are delivered through remotely managed NRC staff.

Generic responsibilities:

1. Adhere to NRC policies, tools, handbooks and guidelines.

2. Assist a range of support with the implementation of the CC portfolio according to plan of action.

3. Implements independently procedures and activities within own function or core competency as delegated.

4. Responsible for organising and delivery of tasks in line with priorities and standards.

5. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team.

6. Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work.

7. Prepare and develop status reports as required by management.

8. Ensure proper filing of documents.

9. Promote and share ideas for improvement in your area of expertise.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

1. Technical Support: Provide technical support to Shelter projects; this includes – but is not limited to – building mobile data capture support as a service for field teams and maintaining the library of Mobile Data Capture forms for common project cycle data capture activities; reference at any time

2. Project Implementation. Responsible for ensuring good practise in SRO Mobile Data Capture form design, remote support, training on the design and the surveys conducted according to the activity, performing review, cleaning, and validating the collected data quality.

3. Assessments. Responsible for supporting Shelter technical components of Northwest Area Office-level needs assessment. This will include Support analysis, reporting and visualisation of data capture efforts when needed during the Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), and Detailed/Sectoral Assessments.

4. Project Monitoring and Evaluation M&E. Responsible for accurate and high-quality Monitoring and Evaluation (M&E) of SRO Shelter-related activities, including information management and archiving. This will include – but is not limited to – output and outcome monitoring, maintain confidentiality and observe data protection and other associated guidelines by protecting the safety and dignity of beneficiaries’ details, and Perform Routine data processing and entry exercises and assist in data analysis and preparation of periodic updates. Monitoring and Evaluation (M&E) activities will be conducted in accordance with the Syria Response M&E Strategy, tools and guidelines.

5. Protection Mainstreaming. Responsible for supporting protection mainstreaming in Shelter related activities throughout the project cycle. This includes – but not limited to – ensuring the safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.

6. Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, within the Shelter project team, within other Core Competencies and with the Support Team.

Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

• Experience working as an Information Management in a humanitarian/recovery context.

• Minimum 1 year of experience in project implementation in humanitarian/recovery contexts.

• Bachelor’s Degree or above in information systems management, business administration, computer science, or similar.

• Documented results related to the position’s responsibilities.

• Fluency in Arabic, both written and verbal.

• Excellent command of the English language, both written and verbal.

Context related skills, knowledge and experience:

• Technical data management expertise, including qualitative and quantitative data analysis.

• Experience in GIS mapping is an advantage.

• Advanced skills in Microsoft tools and specifically in Excel.

• Previous experience working in complex and volatile contexts.

• Knowledge of the context in Syria is desired.
