Senior Monitoring, Evaluation and Learning (MEL) Manager

Position Description:
The Pragma Corporation is actively seeking a Senior Monitoring, Evaluation and Learning (MEL) Manager for Growing Agriculture and Incomes in Syria (GROW) activity, a five-year, $30-$40M program designed to support the agricultural sector through a market-led approach in non-regime-held areas in Syria. GROW seeks to improve agricultural value chains and household resilience through market-strengthening approaches that enhance food security, create sustainable employment opportunities, support private sector-led growth, and address climate-related agricultural constraints.
The Senior MEL Manager will hold overall responsibility for the implementation and quality assurance of an effective MEL system, which delineates distinct yet complimentary monitoring and learning functions, and ensures performance information and continuous learning feeds into strategic and operational program decisions. The Senior MEL Manager will work closely to the Team, and advise the Chief of Party and senior management team on real-time learning to inform an adaptive management approach for the anticipated USAID Growing Agriculture and Incomes in Syria program. Task and Responsibilities:
- Work closely with the project team in developing the project’s MEL plan, systems, strategies, and tools for the timely data collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
- Ensure that high quality M&E data (quantitative and qualitative) is obtained across the program and integrated into periodic reports, including data verification through sound data collection methodology, data cross referencing, data tabulation/analysis, and by conducting periodic data quality assessments.
- Contribute to project deliverables, including annual workplans, and quarterly and annual reporting, undertake periodic reviews of program and/or country M&E systems and lead design of M&E system strengthening actions and oversee the dissemination of information on approaches, lessons learned, etc.
- Collaborate closely with the project and HQ team to identify and capture lessons learned from program activities, including program performance review.
- Propose adjustments to reflect MEL best practices and learning.
- Act as a technical resource on all related MEL and data quality assurance issues.
- Other related tasks as may be required by Chief of Party
Qualifications
- Bachelor’s degree in a related discipline (Statistics, Economics, Research)
- Minimum of 8 years of progressively responsible general work experience.
- Four to five (4-5) years of MEL experience in a related field, such as agricultural development or private sector development,
- Experience managing MEL activities for international development programs, including designing, and implementing MEL results frameworks; developing PMPs, work plans, and indicators.
- Demonstrated ability to develop gender-sensitive indicators and program approaches for activities.
- Ability to work well in a team environment, as well as work effectively with project stakeholders, donors, project staff, and other beneficiaries.
- Knowledge/Experience with USAID AMELP requirements is strongly preferred.
- Computer skills, particularly with Microsoft Office and data analysis software and tools.
- Excellent verbal and written communication skills in English and Arabic
