ORGANIZATIONAL CONTEXT
GLOBAL FLEET
WFP owns, leases and globally operates around 1,000 trucks of different configurations, trailers and workshop facilities throughout 28 Country Offices (COs). The WFP fleet is deployed to fill critical gaps in local transport capacity and stabilize transport rates in the event of increased insecurity and/or sudden growth in demand, as well as pioneer new routes that, due to prevailing insecurity, would remain inaccessible to local transporters.
WFP will transition into a centralized WFP fleet, based on professional fleet management standards. This will include the assessment and optimization of current fleet operations, the development and implementation of a training program to ensure the availability of professional fleet staff, as well as the creation of SOPs and guidelines to ensure the professional, cost-effective, and efficient running of WFP fleets. The hired staff will be leading the implementation of the project and ensure the smooth integration of the Global Fleet Business model over the next 4 years.
JOB PURPOSE:
This position will lead the implementation of the Training Centre project in Accra. During the four-year public-private partnership, innovative face-to-face and online training will be delivered with the support of private-sector partners. The Project Manager will ensure the implementation of the agreements signed with the partners, by working closely with other Supply Chain teams in HQ and the Regional Bureau in Dakar. The Project Manager will supervise the project team, which will engage with local partners and trainees, and design and conduct training.
KEY ACCOUNTABILITIES (not all-inclusive)
This position is based in WFP headquarters in Rome and reports to the Head of Global Fleet.
- Manage the implementation of the Training Centre project in coordination with other units in HQ, donors and other stakeholders;
- Maintain existing relationships with current public and private partners by providing project updates on a consistent basis about strategy, adjustments, and progress;
- Build relationships with new private and public donors or partners to support the relevant projects with cash and in-kind contributions;
- Manage project budgets in line with the agreement and prepare new funding proposals when needed;
- Monitor progress of the Training Centre construction and the completion of trainings in a timely manner as per training plan;
- Develop Key Performance Indicators (KPIs) for the project in collaboration with relevant partners ;
- Measure KPIs and the overall project performance to identify areas for improvement;
- Plan staffing needs to reach objectives and follow the recruitment process accordingly;
- Supervise the project team;
- Conduct missions to meet with current project partners and other stakeholders in West Africa and attend relevant events when needed;
- Conduct fleet assessment missions with the Head of Global Fleet or Trainers in relevant project countries;
- Perform any other related task.
QUALIFICATIONS AND KEY REQUIREMENTS
Education:
You have:
- Master's Degree in Social Sciences, International Relations, or another related field , or First University degree with additional years of related work experience and/or training/courses.
Experience:
You have at least 5 years of post-graduate, progressively responsible professional experience in:
- Implementing capacity-strengthening projects in the humanitarian sector
- Working with public and private partners to achieve project goals
- Supervising professional staff
Language:
You have:
- Fluency (level C) in the English language
- Fluency (level C) in the French language

TERMS AND CONDITIONS
A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
