ORGANIZATIONAL CONTEXT

GLOBAL FLEET

WFP owns, leases and globally operates around 1,000 trucks of different configurations, trailers and workshop facilities throughout 28 Country Offices (COs). The WFP fleet is deployed to fill critical gaps in local transport capacity and stabilize transport rates in the event of increased insecurity and/or sudden growth in demand, as well as pioneer new routes that, due to prevailing insecurity, would remain inaccessible to local transporters.

JOB PURPOSE:

This position is aimed to support the implementation of the Global Fleet business model over the next four years, for the transition into a centralized WFP fleet. Through the assessment and optimization of current country office fleet operations, the development and implementation of a training program to ensure the availability of professional fleet staff, and the creation of SOPs and guidelines, the project manager will support the professional, cost-effective, and efficient running of WFP’s fleet.

KEY ACCOUNTABILITIES (not all-inclusive)

This position is based in WFP headquarters in Rome and reports to the Head of Global Fleet.

  • Participate in the formulation and implementation of global guidance and procedures for WFP’s fleet management operations.
  • Participate in fleet assessment missions and provide recommendations on improved fleet structure in Country Offices.
  • Develop service packages tailored to Country Office needs and prepare agreements to formalize the Global Fleet set-up in the country.
  • Develop a Global Fleet staffing structure in support of the Global Fleet business model and manage all related activities to implement the new structure.
  • Coordinate and manage a two-year training program, to build up a pool of WFP fleet managers and ensure the professionalism of WFP’s fleet in the long term.
  • Coordinate and manage the integration of donor contributions into the Global Fleet business model, closely liaising with all internal and external stakeholders involved.
  • Monitor project activities in accordance to set timelines and objectives.
  • Act as the focal point for the integration of Heavy Fleet into the Global Shared Service as part of the UN Reform agenda.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Master's Degree in Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

You have at least 5 years of post-graduate, progressively responsible professional experience in:

  • Humanitarian Logistics, Project Management and Reporting
  • Fleet management processes and systems
  • Working with public and private partners and coordinating projects and partnerships
  • Supervising professional staff

Language:

You have:

  • Fluency (level C) in the English language

  • Strong analytical abilities, quantitative and qualitative; able to leverage analytical skills in Excel.

TERMS AND CONDITIONS

A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
